The purpose of this study is to assess different factors under the Bangladesh labour legislation for promoting work-satisfaction of the global garment workers in Bangladesh. A convenient sampling technique was used for collecting 208 employee responses through a five-point Likert scale structured questionnaire. The respondents were garments-manufacturing industry workers working in three hot spots known as towns of Savar and Ashulia (Dhaka District) and Gazipur Sadar (Gazipur District). The survey was conducted between November and December, 2019. This research study finds that seven factors significantly influence work-satisfaction of garment workers in Bangladesh. Among these, four are related to the non-pecuniary factors: supervisory treatment of the workers, working environment, hygienic canteen facility, and medical facility. The three other factors, namely, the amount of salary, timely payment of salary and increment policy for the workers, play a significant part in workers’ satisfaction. This study helps in assessing the opinions of the workers about their work-satisfaction as well as policy planning for the development of the garments-manufacturing industry. Also, this study will add value to the setting of South Asian developing countries and industries because of the similar socio-economic environment to Bangladesh.

Island governments have made decent work and social protection their highest policy priority, aiming to link them to the so-called blue economy sectors such as fisheries. The development of small-scale commercial fishing is primarily driven by transnational fisheries trade and depends on dive fisher labour force facing issues with deficits in decent work, health and safety, and safety at sea provisions. Given the macro-policy priorities for decent work in the transition of small island developing states (SIDS) to blue economy, this paper examines the development interventions in small-scale commercial fisheries trade that have exacerbated unsafe marine working conditions of dive fishers. Despite significant investments in developing commercial fisheries trade, the mismatch between macro-level decisions and micro-level labour needs has hardly been explored via the blue economy and sustainable development goal interlinkages. This study used a qualitative research approach to examine the unsafe working conditions of dive fishers and examined why dive-related accidents and fatalities occur in commercial fisheries in the first place. A systematic approach in the analysis of diving accidents helps the study to, firstly, highlight the gaps between macro policy and practice at the national and global levels. Secondly, the approach helps explore the need for a coherent approach to policy integration that bridges the gap between the macro and operational levels of small-scale fisheries labour force. The study analyses the International Labour Organization’s decent work instruments with SIDS sustainable development priorities for fisheries workforce and points out that governments must be responsible at the macro level for managing accidents at sea and building a safe diving workforce through competent marine and diving authorities.

Compliance with and enforcement mechanism of labor law: cost-benefits analysis from employers’ perspective in Bangladesh

This manuscript offers a qualitative exploration aimed at proposing effective strategies for enhancing compliance with and enforcement of labor laws in Bangladesh by diminishing the incentives for non-compliance. The study relies on primary data obtained from statutes, legal decisions, and secondary data sourced from scholarly articles, books, and book chapters, among others. Employing a cost-benefit analysis approach from the employers’ perspective, the study contends that showcasing the superior costs associated with violating labor laws, in comparison to the benefits gained, will incentivize employers to prioritize compliance to safeguard their interests. To this end, the research puts forth eight distinct techniques or mechanisms to curtail the benefits derived from disregarding labor laws. These strategies are thoughtfully organized into two categories, namely “increasing the likelihood of self-enforcement” and “supporting by other actors.” The proposed techniques for enhancing compliance with and enforcement of labor laws in Bangladesh hold significant potential in benefiting key stakeholders, policymakers, and practitioners in the field. Furthermore, the study’s findings carry valuable implications for other developing countries in the South Asian region, given their similar socio-economic and cultural contexts.
