Abstract: As a component of the urban fabric system, zero-emission neighborhood (ZEN) projects represent an opportunity to boost the sustainable performance of cities. However, overlooking the potential of different actors or underestimating the complexity of interactions among them may threaten the projects themselves. Public procurement is a powerful tool that potentially enables national and local authorities to achieve sustainable development goals while procuring necessary products and services. “…Specifically, AHP, AHN, and PROMETHEE decision-making methods were found to be among the most suitable ones for facing the complexity of urban and territorial transformations under the 2030 Agenda. Research focusing on SDG Urban Localization is most frequently adopting participatory methods for community engagement, stakeholder involvement, and innovative public procurement [97], highlighting the importance of community-led initiatives [178]. “…Analysis of the environmental impacts of onsite and offsite construction alone is not sufficient to change how construction will be done. The construction industry constantly has a low score on sustainable development and innovation although the industry is one of the biggest and long-standing industries [80]. Further study on how the construction industry can become more flexible to good innovations is recommended.…”

The market dialogue is a two-way interaction between suppliers and the public buyers to map needs and improve the requirements specifications prior to a tendering phase, including early market consultation and technical dialogue [8,12]. This pre-tender market dialogue encourages the purchasers "to write more realistic and 'inspiring,' innovation-driven specifications" [5].…”

“…More critically, the procurement entities need to articulate their demands and transform them into requirements, and those requirements must also be matched with supply possibilities within time and budget limits [7]. However, the pre-tender dialogue has attracted very little academic attention [4,8] and even less for RE during this dialogue. We aim to understand critical factors of the dialogue phase that clarify and focus needs and requirements.…”
