Progress by Research to Achieve the Sustainable Development Goals in the EU: A Systematic Literature Review

Scientific research has been acknowledged to play a pivotal role in achieving the United Nations’ 2030 Agenda. Vice-versa, since its adoption, the 2030 Agenda has been reinvigorating the academic production on sustainable development. This study provides a systematic literature review of the most used and newly developed approaches by academic research to support the achievement of the SDGs in the EU. The results are presented by descriptive, bibliometric, and content analysis. The descriptive analysis highlights a rising interest of scholars in operationalizing the 2030 Agenda, with a growing interest at the urban level. A text-mining tool was employed to scan the most investigated SDGs in the selected papers. Major interest by scholars is devoted to environmental concerns (especially linked to SDG 13, 7, 6, 12, and 15), while social issues (e.g., SDG 4, 5, and 10) still deserve more research. The bibliometric analysis unveiled poor intra-cluster connections, highlighting the need for more transdisciplinary research. The most recurrent research fields on the SDGs in the EU are governance, circular economy, ecosystem services, urban localization, and decision making. We advise future studies to focus on gaps highlighted and adopt a system perspective, boosting Policy Coherence across governance levels and scales of implementation by looking at trade-offs and assessing context-specific priorities.

The decision to choose between onsite and offsite construction is important in the effort toward sustainable construction. Offsite construction is often promoted as an environmentally friendly approach to construction operations. However, previous studies have shown that there is a lack of clarity on the environmental trade-offs between onsite and offsite construction. Factors that can affect the decision to build onsite or offsite include the availability of a local offsite manufacturing facility, the distance of the offsite factory to the final place of use, the proximity of the site to the local supply of material and labor, etc. This study provides a framework to apply the system dynamic modeling technique to evaluate how various factors can affect the environmental impact of the building construction phase (for onsite or offsite construction methods). The system dynamic model (using Vensim software) that was developed provides a platform that allows users to input variables such as the distance that is expected for transportation of labor, material, and equipment to both the onsite facility and the offsite construction location, factors associated with the use of equipment for construction, the distance needed for transportation of building panels or modules from the offsite facility to the final site, etc. Among other things, the model showed that an increase in the distance from the offsite yard to the final construction site increases the total impacts of transportation of completed modules. An increase in the number of trips for the transportation of material to the onsite construction location increases the total impact of onsite construction. In terms of the environmental impact of construction, none of the two methods of construction gives an absolute superiority over the other. The environmental performance of offsite and onsite depends on various associated factors. It is recommended that building practitioners review various factors that are peculiar to their projects to make an informed decision on the best construction methods.

Context and Motivation: In 2016, the European Union introduced ‘innovation partnerships’ to facilitate innovative development of the EU through public procurement. Requirements engineering is one of the main challenges in the public procurement of innovative products. Nevertheless, there is little empirical research on public procurement, particularly managing requirements in the pre-tender dialogue phase between potential suppliers and problem owners.Question/Problem: This paper investigates the market dialogue phase of an innovation partnership project in Norway. We aim to understand critical factors of the dialogue phase that clarify and focus needs and requirements. This leads to the research question: How can we clarify and focus needs and requirements for a new solution in the market dialogue phase?Principal Ideas/Results: We have conducted a case study at a major Norwegian hospital. The objective of this innovation partnership is to make the emergency room in a Norwegian hospital more efficient. The case study illustrates how requirements have been developed by the joint effort of the procurement team, the active engagement of potential suppliers, and the learning and mutual trust between them. By discussing the vision and getting feedback on opportunities and limitations in existing and projected technologies, the procurement team has refined their ambition and focused on the core of the innovation.Contribution: This paper contributes to the literature on requirement engineering in public procurement by describing how requirements are focused during the dialogue phase of an innovation partnership facilitated by a cross-functional procurement team with sufficient competencies, resources, and trust.
