Software systems that share potentially sensitive data are subjected to laws, regulations, policies and/or contracts. The monitoring, control and enforcement processes applied to these systems are currently to a large extent manual, which we rather automate by embedding the processes as dedicated and adaptable software services in order to improve efficiency and effectiveness. This approach requires such regulatory services to be closely aligned with a formal description of the relevant norms.This paper presents eflint, a domain-specific language developed for formalizing norms. The theoretical foundations of the language are found in transition systems and in Hohfeld's framework of legal fundamental conceptions. The language can be used to formalize norms from a large variety of sources. The resulting specifications are executable and support several forms of reasoning such as automatic case assessment, manual exploration and simulation. Moreover, the specifications can be used to develop regulatory services for several types of monitoring, control and enforcement. The language is evaluated through a case study formalizing articles 6(1)(a) and 16 of the General Data Protection Regulation (GDPR). A prototype implementation of eflint is discussed and is available online.

Abstract. The subject of this chapter is the application of models for social coordination (M4SC). Deriving from and extending multiagent systems (MAS), applications of M4SC inherit the attributes of MAS, such as multiple actors, distribution, and heterogeneity, but bring characteristics of their own that are essential to social coordination over and above conventional MAS. In this chapter, we first discuss these differentiating properties of M4SC, identifying essential and nonessential (but commonly occurring) characteristics. This we follow with a wideranging (but not exhaustive or exclusive) discussion of classes of M4SC applications, which are supported by structured, illustrative summaries of noteworthy examples of applications, created using the frameworks described elsewhere in this volume. Finally, we give an overview of a broader range applications developed with the frameworks, with links to further reading.

This paper addresses the problem of constructing a policy pipeline that enables compliance checking of business processes against regulatory obligations. Towards this end, we propose an Open Digital Rights Language (ODRL) profile that can be used to capture the semantics of both business policies in the form of sets of required permissions and regulatory requirements in the form of deontic concepts, and present their translation into Answer Set Programming (via the Institutional Action Language (InstAL)) for compliance checking purposes. The result of the compliance checking is either a positive compliance result or an explanation pertaining to the aspects of the policy that are causing the noncompliance. The pipeline is illustrated using two (key) fragments of the General Data Protect Regulation, namely Articles 6 (Lawfulness of processing) and Articles 46 (Transfers subject to appropriate safeguards) and industrially-relevant use cases that involve the specification of sets of permissions that are needed to execute business processes. The core contributions of this paper are the ODRL profile, which is capable of modelling regulatory obligations and business policies, the exercise of modelling elements of GDPR in this semantic formalism, and the operationalisation of the model to demonstrate its capability to support personal data processing compliance checking, and a basis for explaining why the request is deemed compliant or not.
