Perkembangan kota akan berbanding lurus dengan pertumbuhan penduduk, dimana setiap peningkatan pertumbuhan penduduk akan mempengaruhi perkembangan kota. Seiring dengan peningkatan jumlah penduduk maka kebutuhan lahan untuk permukiman juga semakin meningkat yang mengakibatkan ketersediaan lahan menjadi sangat terbatas dan akan terus berkurang setiap tahun nya. Kota Medan merupakan kota dengan pertumbuhan dan perkembangan wilayah yang cukup pesat. Hal ini tentunya disebabkan karena cepat pertumbuhan pendudukan di Kota Medan yang mengakibatkan kebutuhan lahan semakin tinggi. Perkembangan kota akan berbanding lurus dengan pertumbuhan penduduk, dimana setiap peningkatan pertumbuhan penduduk akan mempengaruhi perkembangan kota. Dalam tulisan ini, penulis melakukan kajian yang dilakukan terhadap analisis pertumbuhan wilayah kota Medan. Strategi penataan ruang kota Medan, dan permasalahan lingkungan yang dihadapi dalam pertumbuhan kota. Pendekatan yang digunakan dalam tulisan ini adalah pendekatan kualitatif dengan metode deskripsi kualitatif berupa studi pustaka atau literatur (literature review). Analisis dalam tulisan ini dilakukan dengan mengelaborasi hasil rangkuman kajian mengenai analisis pertumbuhan wilayah kota Medan. Strategi penataan ruang kota Medan, dan permasalahan lingkungan yang dihadapi dalam pertumbuhan kota. Hasil penelitian ini menunjukkan bahwa pertumbuhan wilayah Kota Medan mengalami peningkatan luas pemukiman 235,94% dari 84,56km2 (1989) menjadi 199,50 km2 (2002) dengan pola perkembangan kota lompat katak (leap frog development) pada tahun 1989 sedangkan pola perkembagan Kota Medan pada tahun 2002 menunjukkan pola perkembangan konsentris (concentric development). Tahun 2007 - 2018 yang mengalami perkembangan cukup besar terdapat pada Kecamatan Medan Marelan yaitu sebesar 491,06 Hektar.

Law enforcement in question is through administrative law; with the existence of administrative law, it is expected that the public can obey the rules to increase awareness of the rules; one form of law enforcement is government coercion. Based on the above problems, this study aims to analyze government coercion in environmental licensing law to prevent environmental crises in Indonesia. The study uses a type of normative juridical research with descriptive-analytical research specifications. The results showed that the government's coercion is one of the natural forms of government action used to end violations and reverse the original state of government. Aspects of government coercion are helpful to improve regulations with firm sanctions, especially in the implementation of the Environmental Impact Analysis for sustainable development, where sustainable development impacts the environment itself. There are also unlimited administrative sanctions against government coercion sanctions, payment of forced money and revocation of permits. However, it also regulates other administrative sanctions as stipulated in Article 76 paragraph (2) consisting of a written reprimand, government coercion, freezing of environmental permits, revocation of environmental permits.

The function and existence of environmental Law certainly have an essential role in solving the problem of environmental damage in Indonesia, which has been claimed to be one of the countries that have failed to manage environmental management. Based on this interest, we try to review the Law and the function of environmental Law in an academic context in the hope of obtaining findings from various theoretical and application contexts. In reviewing various sources, we involve a comprehensive data coding system, in-depth data evaluation, and interpretations where we believe it is relevant to answer high facilities' problems. Our data search online on several publications released between 2010 and 2022 considering the last ten years, the issue of damage and the government's efforts to salvage support is increasing. It is hoped that this finding will be a refinement of further studies. At the same time, the purpose of this study is to collect several facts in the form of scientific evidence related to the function of environmental Law in an academic context.
