The issue of project management methodologies has never be undertaken by academics in the context of their contribution to sustainability. There is the lack of understanding which Agile Project Management (APM) results and Agile value creation methods are in line with the assumptions of sustainability. The article fills this gap and presents the linkage between Agile project management and sustainability. The article presents both theoretical considerations as well as the results of empirical research that explains the relationship between APM and sustainability. As a result of multiple surveys, Guttman scales were developed, which showed the degree of Agile aspects' influence on sustainability, taking into account both the results of Agile implementation and the methods of value creation. Research revealed that improving the timeliness of deliveries, increase in productivity and improving the atmosphere in the organization as APM result is significant for sustainability. Value creation methods that most correspond with sustainability are design thinking and Agile rituals. The above provide certain practical and theoretical implications.

هدف البحث الى بيان مدى مطابقة ممارسات دائرة بلدية الشعب للمسؤولية الاجتماعية وفق المواصفة القياسية الدولية ISO 26000 في مجال مشاركة وتنمية المجتمع والبيئة كونها من المواضيع الجوهرية او المحاور الرئيسة التي حددتها هذه المواصفة والتي تعد من الامور المهمة التي تهتم بها المنظمات كافة في الوقت الحاضر سواء كانت هذه المنظمات حكومية او خاصة، سلعية ام خدمية، وتم تطبيق البحث في دائرة بلدية الشعب/امانة بغداد، ليتم تقييم هذه الممارسات وبيان فيما اذا كانت هنالك فجوة بينها وبين متطلبات المواصفة ومن ثم قياس هذه الفجوة، وتم اعتماد المنهج الوصفي لكونه يتلائم مع موضوع دراسة الحالة، واعتمد البحث على قائمة فحص تم تطويرها واملائها من قبل الباحثان بعد ان قام بعدة زيارات ميدانية الى مقر الدائرة البلدية واقسامها وشعبها ومقابلات اجراها الباحثان مع (20) فرداَ من افراد دائرة بلدية الشعب البالغ عددهم (403) فرداَ، تم اختيارهم بصورة قصدية من قبل الباحثان كونهم يعدون من اصحاب القرار في الدائرة وممن لعملهم علاقة بموضوع البحث، وتم الاستعانة ايضاَ بالزيارات الميدانية الى مواقع عمل الدائرة ذات العلاقة بموضوع البحث وكذلك ارشيف الدائرة الفني والاداري. وتم معالجة البيانات باستخدام الادوات الاحصائية المتمثلة بـ (الوسط الحسابي المرجح، النسبة المئوية للمطابقة، حجم الفجوة). وتوصل الباحثان الى ان البلدية حريصة على اداء واجباتها ومسؤولياتها تجاه مشاركة وتنمية المجتمع حيث بلغت نسبة المطابقة تجاهه (71%) والتي تشير الى ان البلدية تتشاور بصورة منتظمة وفعالة مع ممثلي المجتمع الرسميين من المجلس البلدي ومجلس المحافظة وغير الرسميين من وجهاء المناطق وشيوخ العشائر وتساهم في تنمية وتطوير المجتمع، وتساهم ايضاً في التصدي للكوارث التي تواجه المجتمع، كما وتتواصل مع الايتام والعجزة ومحدودي الدخل وضمن الامكانات المتوفرة لها. اما البيئة فقد كانت نسبة مطابقتها (61%) مما يؤشر اهتمام البلدية بالبيئة وسعيها لحمايتها والمحافظة عليها وتجنب افراز الملوثات الى عناصرها الرئيسة (الهواء، الماء والتربة) اضافة الى وجود شعبة مختصة بالبيئة مرتبطة بالمدير العام.
Many global challenges cannot be addressed by one single actor alone. Achieving sustainability requires governance by state and non-state market actors to jointly realise public values and corporate goals. As a form of public–private governance, voluntary standards involving governments, non-governmental organisations and companies have gained much traction in recent years and have been in the limelight of public authorities and policymakers. From a firm perspective, sustainability standards can be a way to demonstrate that they engage in corporate social responsibility (CSR) in a credible way. To capitalise on their CSR activities, firms need to ensure their stakeholders are able to recognise and assess their CSR quality. However, because the relative observability of CSR is low and since CSR is a contested concept, information asymmetries in firm–stakeholder relationships arise. Adopting CSR standards and using these as signalling devices is a strategy for firms to reduce these information asymmetries, by revealing their true CSR quality. Against this background, this article investigates the voluntary ISO 26000 standard for social responsibility as a form of public-private governance and contends that, despite its objectives, this standard suffers from severe signalling problems. Applying signalling theory to the ISO 26000 standard, this article takes a critical stance towards this standard and argues that firms adhering to this standard may actually emit signals that compromise rather than enhance stakeholders’ ability to identify and interpret firms’ underlying CSR quality. Consequently, the article discusses the findings in the context of public-private governance, suggests a specification of signalling theory and identifies avenues for future research.
