In modern international relations, the emphasis of dominance is beginning to shift more and more from the Western part of the political map of the world to the East. Countries that were previously in colonial dependence on the West (China, India) are beginning to challenge international leadership. Against this background, at the beginning of the XXI century, the concept of Greater Eurasia began to take shape and gradually develop, as a desire to acquire subjectivity and an attempt to establish a new hierarchy of geopolitical leadership. Geopolitical geometry plays an important role in the analysis of these processes, which delineates the Eurasian space in accordance with the currently available geopolitical strategies of the leading world powers. And in this geometry, the Caspian region is increasingly emerging, to which the properties of the axial region of Eurasia are increasingly being attributed. The axial region means a certain space that has an increased degree of attraction (economic, cultural, political), which determines the course of history and politics. As the political history of Eurasia shows, most often significant events and vast empires (Persia, Horde, Russia, etc.) arose precisely in the area of the so-called "Caspian Gate" connecting the expanses of Europe and Asia. This work analyzes the concept of Greater Eurasia through the prism of its geopolitical assessment and the role played in its development by its axial region – the Greater Caspian region.

The article analyzes the features of the socio-economic development of the Republic of Kazakhstan after gaining independence in 1991. It is noted that historically the economy of Kazakhstan for many decades was formed as a raw material base for the unified national economic complex of the USSR. Under the conditions of independence, the raw materials industries, primarily the fuel and energy and mining and metallurgical complexes became the basis for the socio-economic development of Kazakhstan, thanks to which the country made an economic breakthrough and deeply integrated into the world economy. Kazakhstan is the leader among the post-Soviet countries in terms of the volume of attracted foreign direct investment, which contributed to the increase in the extraction of natural resources, the construction of new industrial enterprises and infrastructure facilities. The most important trade and investment partners of Kazakhstan are the European Union, the Russian Federation, China and the United States. At the same time, despite the geographical proximity, common social and ethnocultural features, only 4.9% of Kazakhstan’s foreign trade falls on the neighboring countries of Central Asia. The dependence of Kazakhstan on the sale of raw materials, the low investment attractiveness of the manufacturing industries make the country’s economy vulnerable to changes in the situation in the commodity markets, periodically lead to an aggravation of the socio-economic situation. In the structure of Kazakhstani exports, about 70% are products of the extractive industry. A problem in the development of the energy sector is the limited supply routes for energy carriers to world markets. The issue of changing the model of economic growth through the development of high-tech sectors of industry and support for small and medium-sized businesses is extremely relevant. The system of public administration, which is too bureaucratic and cumbersome, also needs to improve efficiency. Also, a reform of social policy is ripe, which should be aimed at increasing social support for citizens. It is necessary to change the strategy for the development of regions, primarily with regard to the creation of jobs and the reduction of regional imbalances.

Международные вызовы и угрозы XXI века, а также геополитическая роль Центральной Азии актуализировали необходимость применения регионального подхода к интернационализации образования. В 2021 году Казахстан, Кыргызстан, Таджикистан, Узбекистан и Туркмения приняли Туркестанскую декларацию об основных принципах Центрально-Азиатского пространства высшего образования (ЦАПВО). Целью данного объединения является укрепить и продвигать образовательное пространство Центральной Азии, установив приоритетные направленияразвития на взаимовыгодных условиях. Основными факторами развития Единого Центральноазиатского Пространства высшего образования выступают общность истории, культурных ценностей, религия, единые геополитические и геостратегические цели, общий языковой фони др. Целью данного исследования выступает комплексный анализ образовательной политики в сфере высшего образования в Центрально-Азиатском регионе в условиях современных политико-экономических отношений. Методами исследования были обозначены междисциплинарный, институциональный и мультиактивный подходы, интеллектуальная интуиция, контент-анализ, компаративистика идругие общенаучныеметоды.В ходе исследования был проведен анализ образовательной политики каждой из стран ЦА, опираясь на социоэкономические показатели, предложена целостнаяпрограмма национальнойидентичности С.Б. Булекбаева на основе осмысления состояния тюркского мира и возрождения тюркского самосознания, тюркской духовности.Таким образом, образование в качестве инструмента мягкой силы внешней политикистран ЦАвыступает ресурсом для укрепления дружественных отношений как в регионе, так и с другими зарубежными странами, расширение культурных связей между ними, усиление международного сотрудничества, расширение сферы деловых контактов, повышение качества знаний и уровня развития человеческого капитала; развитие экономики (туризм, сфера услуг и т.д.), создание влиятельных научных центров (укреплению материально-технической базы), конкурентоспособности ВУЗов, повышение имиджа страны, повышение имиджа региона.
