Key Elements in Managing Airports: The Policy Environment and Increasing Efficiency

Abstract

The goal of the study reported here was to evaluate the key elements in the management of airports and the policy environments which are linked to airport organizations (relating them to improving airport performance).Airports are key economic factors in the cities and regions which they serve. The dynamics that relate to the development, construction, maintenance and operation of airports, therefore, deserve adequate study. As noted by Wiley[1, p. 1], much of the literature on airports focuses on technical subjects, such as planning, design, construction, legal and environmental issues, while very little academic attention is focused on their management. The test by Wiley[1] is one of the few exceptions. In fact, many studies of airports tend to focus on their planning and design[2-6]. In recent years, many others have sought to increase our knowledge of airport dynamics in another dimension. Allaby[7], Budden and Ernst[8], Eckert[9], Feldman and Milch[10], Hahn and Kroszner[11], Massey[12] and Stevenson[13], have done a lot to increase our knowledge of the public policy milieu and the political dynamics that relate to airports.Though this particular study also relates to public policy and the political environment of airports, its main focus is on the management of airports as it relates to issues of efficiency and improved general performance.
