The idea that nature functions in ways that benefit humans -by cleaning the air, providing food, and buffering against disasters, to name a few -has a long lineage in conservation sciences. But conceptualising these functions in terms of 'services' and linking them to the language of markets and valuation is relatively new in international policy making circles. The concept of 'ecosystem services' is based on the idea that by valuing nature it may be easier to preserve while simultaneously providing for human needs, desires and wants. It entered mainstream international discourse with the launch of the Millennium Ecosystem Assessment (MA) in the mid-2000s, followed by The Economics of Ecosystems and Biodiversity (TEEB), which gave the concept a firm economic grounding. International initiatives focused on ecosystem services have since grown enormously, drawing in public and, eventually, private actors. If the concept of ecosystem services were to be fully implemented and adopted, policy makers and planners would: recognize the multiple ways in which nature supports human wellbeing and economic development; measure the value of these functions; and integrate those values into decision making processes. R��.Dado el aumento del interés académico en el tema del pago por servicios ambientales (PSA) a nivel global y su actual estado disperso, se presenta esta revisión enfocada en Paraguay con el fin de informar sobre el estado actual de la temática a nivel nacional y desarrollar nuevas perspectivas teóricas y metodológicas. Los principales objetivos de esta revisión son recopilar antecedentes de gestión y sistematización de información técnica, académica y científica relacionada con el PSA en Paraguay y contribuir a definir métodos de valoración económica para impulsar el PSA a nivel local y regional. Esto es parte de una estrategia para diseñar modelos de gestión ambiental que garanticen la provisión de servicios ambientales a largo plazo (16 años de análisis). El diseño del estudio fue cualitativo, documental bibliográfico y descriptivo, partiendo de la elaboración y análisis de una base de datos con 41 documentos técnicos que facilitó sistematizar y mapear la información. Los resultados muestran que 46% de los documentos analizados corresponden a literatura arbitrada, con cinco períodos de gestión identificados. El aspecto más trabajado fue la valoración económica de bienes y servicios ambientales, especialmente aquellos derivados del bosque, donde se han aplicado mayormente medidas técnicas de valoración basadas en métodos de mercado. No se encontraron publicaciones ni trabajos sobre la valoración del daño ambiental en el período analizado. Los estudios de valoración económica fueron importantes para el proceso de reglamentación del PSA vigente en Paraguay. Se concluye que si bien el mecanismo de PSA en Paraguay dio pasos importantes en los últimos 16 años, tanto el mercado como la política aún no se encuentran consolidados debido a nudos críticos identificados y relacionados con la falta de reglamentación de otras modalidades de certificación que contribuyan tanto a la producción sostenible como a estrategias de conservación.[Palabras clave: valoración económica, servicios ambientales, servicios ecosistémicos, conservación, uso sostenible, desarrollo sostenible] A��. Conceptual innovations are a central feature of global environmental governance. Confronting degradation and unsustainability, scholars and practitioners turn to new concepts to identify, make sense of, and chart new directions towards meaningful governance solutions. But why do some concepts create lasting changes to governance institutions and governance practices, while others do not? Ideational theories of international relations highlight the importance of normative fit. In this paper we analysis the concept of ecosystem services to show that normative fit is just one dimension of governance fitness, which also includes practical fitness. Ecologists and economists coined the concept of ecosystem services to make biodiversity conservation intelligible to decision-makers versed in economic thinking. It has gained rhetorical traction, but ultimately failed to change how we treat nature because it lacks practical fitness. We interviewed fifty-six individuals working in twelve international organizations that have sought to translate the concept of ecosystem services into practice. Our analysis reveals forces limiting practical fit and constraining institutional uptake at three levels of analysis: structural, organizational, and agent. We present a cautionary tale that pushes scholars to carefully consider practical fit alongside normative fit when suggesting new concepts as organizing frames for how we govern global environmental challenges.
