Labour Reallocation in Recession and Recovery: Evidence for Europe

Abstract: This paper builds upon Bartelsman, Lopez-Garcia, and Presidente (2018) and provides empirical evidence on the cyclical features of labour reallocation in a sample of European Union (EU) countries over the Great Recession and the slow recovery. The analysis makes use of cross-country micro-aggregated data on firm dynamics and productivity from release 6 of the ECB CompNet database. “…There is evidence that in the euro area (shown in Section 2.3 of this report), but also in the United States, the magnitude of job reallocation has been declining secularly (Hyatt and Spletzer, 2013;Decker et al, 2014), although no clear answer is available about the causes of the decline. Evidence in Bartelsman, Gautier, and de Wind (2016) shows that in the EU This overview draws heavily on Bartelsman, Lopez-Garcia and Presidente (2019).…”

At face value, these differences in productivity are consequently somewhat puzzling.…”

“…Few empirical studies corroborate that recessions (see e.g. Foster et al, 2016;Bartelsman et al, 2019, for some recent contributions) boost reallocation.…”
