Land suitability assessment is fundamental in space control planning and land development because of its effects on land use and urban layout. Rainstorms and waterlogging have become one of the most common natural disasters in the coastal areas of China. As a result, the concept of an ecological sponge city was incorporated into the construction of cities in the future. Taking Shenzhen–Shantou special cooperation zone (SSCZ), we constructed a storm flooding model based on the SCS flow generation model and GIS to explore the spatial distribution characteristics of the flooding risk in a rainstorm of 100-year lasting 1 h. Combined with population and economic indicators, a radial basis function (RBF) network was utilized to evaluate the environmental risk, the vulnerability of disaster-bearing bodies, and the rain–flood resilience of sponge cities. The self-organizing feature mapping (SOFM) model was used for cluster analysis. Spatial differences were found in the construction suitability of the study area. A suitable construction area (73.59% of the entire area) was located downtown. The construction of the artificial spongy body in the highest vulnerable area (3.25%) needs to be strengthened. The control construction area (3.3%) is located along the banks of the river, with relatively high risk and low resilience of flood control engineering. Ecological construction (19.85%) serves as the sponge body of ecological buffer. The factors of waterlogging, ecology, population, and economy could be integrated comprehensively by applying neural network methods for urban planning and construction.

This study aims is to verify the effects of sponge city projects focusing on the aspect of water pollutant control and urban flood control, applying the geodesign framework as an integrated planning method that can evaluate alternatives against the impacts of the designs. The study analyzed the effects of sponge city projects in Harbin, Quzhou, and Sanya, China. Three LULC scenarios are proposed based on the geodesign framework, and the spatial distribution and quantitative values are simulated by the InVEST NDR model and urban flood model study. By comparing different scenarios, the study proved the current sponge project could improve the water pollutant control capability by 11–18% and the stormwater control capability by 0.4–6.3%. If the city-wide green infrastructure network is introduced with sponge projects, the water pollutant control capability can increase by 9–15% and the stormwater control capability can increase by 0.8–2.9%. These results show that the current sponge projects can improve the city’s sustainability and be helpful strategies to fight climate change and global warming.

Urbanization increases the impervious surface of land and disrupts the hydrological cycle of urban water resources. Optimum landscape design based on climatic and geographical factors can reduce the destructive effects of urban development on surface and subsurface flows. The construction of a sponge city is an essential step towards achieving this structure. Aquatic plants are the most important component of the ecological regeneration of urban landscapes. The land cover changes caused by aquatic plants reduce the speed of water and increase the penetration of runoff into the porous environment. In addition, not only can the use of aquatic plants as the main component of water saving for ecological restoration control water erosion, but it can also have a positive effect on landscape architecture. Therefore, the aim of this study was to develop a multi-objective urban landscape design model based on the use of aquatic plants. Moreover, the limitations of improving the urban ecosystem with aquatic plants were analyzed based on the theory of ecological restoration in a sponge city. The required area for the cultivation of these plants was calculated according to the flood return periods and the two objective functions of land slope and runoff rate. The results show that surface runoff decreased by 15% and that rainfall and flood decreased by 21% for a 50-year return period.
