Compared to buildings constructed in situ, prefabricated buildings (PBs) offer many environmental benefits in terms of carbon emissions, energy consumption, material consumption, and waste generation. To mitigate adverse impacts by the building sector on the environment, PBs have been widely applied in many countries. Although PB policies (PBPs) have played a significant role in guiding, supporting, and promulgating China's PB development, few studies have systematically investigated these PBPs. As a result, the evolution of PBPs in China is not clear, which limits practitioners' overall understanding of PBPs. To bridge this knowledge gap, a bibliometric analysis method was employed to review 136 PBPs issued in China from 1956 to 2019. Through text mining, a co-word network analysis, and a collaboration network analysis, we mapped, visualized, and described the PBP system over time. The evolution of PBPs can be divided into four phases: exploration (1956-1995), fluctuation (1996-2005), steady improvement (2006-2015), and rapid growth (2016-2019). Our findings indicate that the PB policy targets, policy objects, policy tools, performance indicators, and the collaboration structure of policymaking agencies have changed significantly across these phases. Lastly, the PB experience in China was compared with those of countries exhibiting higher levels of PB development, which can serve as a reference for PB development.

The wastes in construction projects such as wastes in materials, time, resources and achieving customer needs can be minimized using the new philosophy of Lean Construction (LC). This paper proposed a two-level model based on fuzzy logic technique for evaluating Causes of Wastes (CWs) and lean implementation in construction projects. The probability of occurrence and importance of CWs were two input parameters in level 01 of the model, whereas the output was the level of waste. On the other hand, level 02 of the model depended on using three input parameters which were: level of waste, controllability level for CWs and lean implementation level, while the output was the lean effect. Several linguistic variables and logical rules were used for relating inputs and outputs and new indices were introduced. The model was applied and validated for data collected in two countries: Egypt and Kingdom of Saudi Arabia (KSA). Results demonstrated that the expected lean effect is found with a positive correlation with various levels of wastes and can be improved by increasing controllability and lean implementation levels. Regarding the comparative study between the two countries, distinct disparities in lean effect were clarified. Most measured CWs indices were different in both countries while indices values in KSA were higher than in Egypt either in waste, controllability or implementation levels. The results presented an optimum arrangement to reach an effective new lean evaluation model that could be implemented for moving the traditional construction towards LC. Finally, the model can be applied easily in most countries to help decision makers in evaluating CWs and lean implementation in their construction projects.

This paper studies manufacturing processes in a wooden furniture manufacturing company. The company suffers from long manufacturing lead times and an unbalanced production line. To identify sources of waste and delay value stream mapping (VSM) and a discrete event simulation model is implemented. VSM is used to visualize and analyze the major processes of the company and provide quantifiable KPIs; the manufacturing lead-time and then Overall Equipment Effectiveness (OEE) settings. A discrete event simulation model is then built to analyze the company on a wider scale and provide the data required to identify bottlenecks. Building on the data gathered from the production lines and the simulation model, two-bottleneck detection methods are used, the utilization method, and the waiting time method. Then based on the comparison of the two methods a third bottleneck detection is utilized; the scenario-based method, to identify the primary and secondary bottlenecks. After the bottlenecks are identified, changes are then evaluated using the simulation model and radar charts were built based on the improved simulation model, which evaluates the effect of changes in the utilization and OEE results. This work managed to neutralize the effect of one of the main bottlenecks and minimize the effect of the other. The manufacturing utilization was increased by 15.8% for the main bottleneck resources followed by 2.4% for the second one. However, it is hard to convince the traditional administration of this small size manufacturing plant to adopt a completely revolutionizing, costly, and risky (at such level) lean manufacturing approach. This paper studies and provides a much lower in cost and verified scheme of enhancement.
