Food crises represent a challenge to global food security because of their recurrence and severity. The world is experiencing its third food crisis in the past 15 years. The 2021–2022 crisis affects more people than the previous two crises in 2007–2008 and 2011–2012. Previous food crises share the common characteristic of bad state actor behavior. In each case, several states enacted trade restrictions or even outright export bans on grain and other food. The impact was to decrease global supplies, put upward pressure on global prices, and worsen the food crisis. Food crises cannot be prevented, but they can be managed better. To deal with future food crises, the paper proposes an international agreement whereby grain exporting nations would not be allowed to enact export bans or to restrict the volume of grain exports.

Purpose: We are exploring the topics of food security and agricultural production by taking a closer look at the Middle East region. Design/Methodology/Approach: We will examine the vulnerabilities in the agricultural sector and food security in Egypt, Lebanon and Turkey. Findings: Starting in the 1980s, the shift to liberalism on economic thinking has transformed the international economic relationships, trade and individual policies. Liberalization of international trade created import-dependency in some foodstuffs and agricultural inputs. The lack of agricultural production to cover for the demand, the fragility of the Egyptian economy to afford the import of demanded food supply and political instabilities that brings inefficient government policies for agriculture cause Egypt’s food insecurity problems. Lebanon’s agricultural production deficits due to geographical, climatic constraints, economic crisis, unplanned urbanization, inefficient agricultural policies create food insecurity problems. In Turkey, the privatizations of agricultural organizations, the decreased amount of support and education given to farmers, inefficient government policies lead to agricultural sector not performing at its maximum potential. Considering the rough period the World is going through with a pandemic and the continuing effects of climate change, the risk of food insecurity, food production shortages in Egypt, Lebanon and Turkey is very high and it should be addressed by the governments with proper, effective policy changes and interventions. Originality/Value: In this article, our main purpose is to draw attention to food security, which is becoming an important problem especially in the Middle East, by comparing agricultural sectors in Egypt, Lebanon and Turkey.

The war in the breadbasket of Europe, which spawned at the heels of the once‐in‐a‐lifetime pandemic, sent major cereal prices spiralling upward. The unprecedented sequence of events leading to and including the war has tested the resilience of global commodity markets and the craftsmanship of policymakers. While the circumstances may differ, the disruption of global commodity markets is not exactly uncharted territory, with many examples and experiences from near and distant history. By showcasing anecdotal and empirical evidence from the past, this study puts the current crisis and its consequences in perspective and offers an outlook with a specific focus on low‐ and middle‐income countries.
