“…As noted, Hart had links both with Amiri Baraka and the Black Community Defense and Development (BCD) organization, the latter of which worked in conjunction with Baraka's Committee for Unified Newark (CFUN) to wrest political control from established white politicians in Newark-and seemingly in East Orange as well. The organization supported Hart in his unsuccessful attempt to unseat House Representative Peter Rodino in a 1972 Congressional election, and following Hart's reelection to the mayoral seat in 1973, he promptly appointed two BCD members, Mfundishi Maasi and Balozi Zayd Muhammad, to direct elements of the recreation program and drug treatment unit begun initially with Model Cities funds (Goodwin 1974;Matlin 2006;Unity & Struggle 6/76). Interestingly, Hart had expressed dissatisfaction with both the staff and directors of these programs during the conflagration with the Model Cities Council in the spring and summer of 1972, and had noted his frustration with the Council's ability to influence "hiring and firing" of Model Cities staff during that time (East Orange Record 4/13/72).…”
