The significant increase in the number of refugees entering the European Union and the low employment rates among them remain pressing issues across Europe. While previous research has mainly focused on refugee integration prospects from the policymakers’ point of view, we shift the analytical focus to how refugees perceive the introduction programme experience, examining the case of Syrian refugees to Sweden. Drawing upon semi‐structured interviews with Syrian refugees, our results suggest that the quality of language training, the complexity of the validation process for educational qualifications and the lengthy administrative procedures are perceived as important barriers hindering the access of refugees to the Swedish labour market. These barriers are differently perceived, especially by those with differing levels of education. This highlights the utility of an intersectional approach, and the continued need to explore the diversity of migrant experiences when assessing integration policies and programmes.

Residential Segregation of European and Non-European Migrants in Sweden: 1990–2012

In this paper, we analyse how a migrant population that is both expanding and changing in composition has affected the composition of Swedish neighbourhoods at different scales. The analysis is based on Swedish geocoded individual-level register data for the years 1990, 1997, 2005, and 2012. This allows us to compute and analyse the demographic composition of neighbourhoods that range in size from encompassing the nearest 100 individuals to the nearest 409,600 individuals. First, the results confirm earlier findings that migrants, especially those from non-European countries, face high levels of segregation in Sweden. Second, large increases in the non-European populations in combination with high levels of segregation have increased the proportion of non-European migrants living in neighbourhoods that already have high proportions of non-European migrants. Third, in contrast to what has been the established image of segregation trends in Sweden, and in an apparent contrast to the finding that non-European migrants increasingly live in migrant-dense neighbourhoods, our results show that segregation, when defined as an uneven distribution of different populations across residential contexts, is not increasing. On the contrary, for both European migrants from 1990 and non-European migrants from 1997, there is a downward trend in unevenness as measured by the dissimilarity index at all scale levels. Government responsibility for the settlement of newly arrived refugees and migrants in Australia is shared between the federal, state and local levels. While Australia's settlement policies are predominantly top-down and Commonwealth driven with some state involvement, local government has the potential to play a greater role in facilitating the settlement of newly arrived migrants and refugees. A growing body of literature in Australia and overseas highlights the role of local-level policies in supporting integration and social cohesion, which is arguably even more crucial in the context of migrant and refugee settlement in regional and rural areas. This paper draws on focus groups with 90 local stakeholders in eight local government areas in Victoria to propose a typology of local government involvement that shows the variable but potentially significant role of local government in the regional and rural settlement of recent arrivals. We argue that Australia's over 560 local governments provide crucial but underutilised governance resources for improving the settlement process. This finding has implications for settlement policies and funding, intergovernmental coordination, and the retention of migrants and refugees in regional and rural communities in Australia.
