According to the latest energy efficiency European directive (EED 2023/1791/EU), the expected energy renovation rate of at least 3% of the buildings’ floor area each year towards nearly zero-energy buildings (nZEBs) is extended to include public buildings not only of the central government (as per the first EED 2012/27/EU) but also of regional and local authorities. This poses a great challenge, especially for Municipalities that often manage large building stocks with high energy demands. In response to this challenge, this paper presents the application of the so-called “typology approach” for conducting public buildings’ energy renovation plans at the local level. A computational survey is initially introduced to decide the optimal set of building-stock clustering criteria among all possible combinations, involving the minimization of the RMSE index regarding the primary energy consumption of each building. For a representative building from each identified typology, the key performance indicators (KPIs) are computed for alternative energy-upgrading scenarios. Exploiting the IMPULSE Interreg-MED project tools, the KPIs from each representative building are at first extrapolated to all buildings of the examined stock and, finally, a gradual energy renovation plan is automatically produced based on user-defined decision parameters including the required annual renovation rate. The methodology is applied for the case of the Municipality of Hersonissos in Greece. For the specific 44-buildings’ stock it was found that the optimal clustering set included four criteria, building use, construction year, heating, and a cooling system, leading to 15 building typologies. Finally, assuming a 7% renovation rate per year, a 12-year gradual renovation (nZEB transformation) plan is obtained foreseeing an 85% CO2 emissions’ reduction.

National functions are categories of operations prioritised for restoration when disrupted by emergencies such as disasters. However, the simultaneous restoration of all national functions when some or all are paralysed is limited by time and resources. Delays in the restoration of key functions can lead to public dissatisfaction. Thus, it is necessary to broadly classify national functions and analyse their restoration priorities based on criticality. This study identifies 19 national functions from Republic of Korea’s comprehensive Business Reference Model. A survey was conducted among citizens and officials to determine the criticality of each function. Statistical analyses verified the consistency (Cronbach’s alpha = 0.860) and correlation (average Cramer’s V = 0.107) of the criticality responses across regions. The null hypothesis of no regional differences in the criticality of national functions was accepted, validating their universality. Restoration priorities were derived from these criticality values, with ‘Disaster Safety Response’ as the highest priority and ‘Regional Development’ as the lowest. These results provide foundational data for the post-disaster restoration priorities of national functions and emphasise the need to consider public opinion, needs, and government resource limitations in disaster management planning.

Although there has been significant global recognition of the South African disaster management legislation and the policy framework, its implementation approaches are flawed across spheres of government, with municipalities being the worst. Municipalities face various obstacles to effectively integrating disaster risk management into their development planning, leaving marginalized populations such as undocumented immigrants vulnerable during disasters. This study examines the challenges faced by municipalities in integrating disaster risk management into their development planning. A qualitative case-study approach following desktop research was used in this study. The secondary data was collected from peer-reviewed articles and government documents such as the city of eThekwini integrated development plan 2023-2024 to 2027-2028 and the disaster management sector plan. Using two case studies, notable challenges were revealed, such as financial and capacity constraints (technical and non-technical), incomplete or not approved plans inertia, public awareness deficits, absence of a disaster management advisory forum, communication breakdowns, and the often-overlooked impacts of sand mining and undocumented immigration on disaster resilience. The study recommends joint strategic interventions to strengthen disaster risk management capabilities and create a more resilient social fabric, prioritizing marginalized populations. This study further highlights the urgency of a paradigm shift in disaster risk management that transcends conventional silos and reactive but embraces joint planning and community-centered approaches to disaster risk reduction. By championing inclusive approaches that prioritize these marginalized populations' unique needs and challenges, municipalities can promote greater resilience and equity in an increasingly uncertain future characterized by escalating climate risks and socio-economic inequalities.
