Locating the interstitial island: Integration of Zhoushan Archipelago into the Yangtze River Delta urban agglomeration

Abstract: Amidst the debate concerning how to interpret the emergence of new forms of urbanism in today’s world, little attention has been given to urban interstices – the inter-urban boundary areas and interface zones that facilitate exchange between and within vast urban systems. The present paper considers how place is made and developed at these interstices, which frequently provide essential urban functions but are also frequently regarded as rural. We explore this topic through the case of Zhoushan Archipelago (Zh… Show more

“…The coastal waters between land and sea in China are spaces of intermingling worlds. Islands in the area are crucial hubs for communication between land and sea, especially islands at key nodes in navigation routes, which become transit points, outposts, and springboards for the mobility of goods and people as well as of communication between Chinese and foreign cultures (Ma, 2020;Ou, 2018;H. Zhang & Grydehøj, 2021).…”

“…Even leaving aside important critical debates on the meanings of ‘urbanisation’ and on the longstanding debate between particularism and universalism (Brenner and Schmid, 2015; Fox and Goodfellow, 2022; Randolph and Storper, 2022; Rogerson and Giddings, 2021; Storper and Scott, 2016; Zhang and Grydehøj, 2021), from a more practical point of view, identifying a ‘hard’ empirical metric that allows between settlements to be distinguished in a generalisable, cross-country way is challenging. For example, there is no clear-cut distinction between rural and urban areas.…”

“…In contrast, consider Hainan Special Economic Zone (established in 1988) and Zhoushan Archipelago New Area (established in 2011), two other Chinese island SEZs that mix cost‐reducing, heavy industry and smart‐eco city attributes. Although these SEZs were designated by the national government, preexisting island governments manage their planning regimes with local priorities in mind (Zhang & Grydehøj, 2021; Zhao & Jia, 2019). The Hainan Province and Zhoushan City governments (like any government) may not always successfully address the needs of their diverse communities and interest groups.…”
