Macroscopic Capacity Model with Individual Sector Closing Speed Estimates

Abstract: Reliable airspace capacity estimates are important both for operational air traffic management and for airspace design. Air traffic management relies on manual procedures. Hence, controller workload determines the capacity of most sectors.
