Managers' perceptions of protected area outcomes in Madagascar highlight the need for species monitoring and knowledge transfer

Abstract: Considerable effort has gone into assessing the effectiveness of protected areas (PAs) in preventing biodiversity loss, and PA impacts on local communities. However, little is known about how pressures are being perceived and dealt with by local PA managers and what perceptions managers have of biodiversity trends and human‐induced pressures in the PAs they manage. We surveyed and convened a workshop with PA managers in Madagascar asking about the impacts of PA establishment. The managers reported that PAs hav… Show more

“…Managers are also often informed by rangers, who have more direct roles in monitoring resources, which could introduce additional reporting biases or varied perceptions of protected area effectiveness (Moreto & Charlton, 2021). However, previous research has highlighted the importance of protected area manager perspectives and found strong evidence of the ability of managers to identify broad conservation trends (Pyhälä et al, 2019), and their perspectives on management trends are relied upon regularly in management effectiveness evaluations (e.g. the Management Effectiveness Tracking Tool).…”

“…Perceptions of protected area managers and rangers have been identified as important yet understudied sources of information for assessing conservation trends in protected areas (Cook et al, 2014; Cvitanovic et al, 2014; Pyhälä et al, 2019; Moreto & Charlton, 2021). Given their responsibility to monitor protected area resources on a regular basis, they are well positioned to provide insights regarding the impacts of significant events such as the Covid-19 pandemic, especially when limited alternative forms of data are available.…”

“…In theory, understanding the perceptions of conservation stakeholders could help understand the responses of the stakeholders to existing policies or activities (Gelcich et al 2005 ). Exploring the perceptions and opinions of those involved in management processes can also inform operational and political realities that may be missing in the academic literature (Hopkins et al 2016 ) or from more standardized management effectiveness evaluations (Pyhälä et al 2019 ). The study reveals that practitioner’s perceptions on BOs vary and are linked to individuals’ BO implementation experiences.…”
