Mandating better buildings: a global review of building codes and prospects for improvement in the United States

Abstract: This paper provides a global overview of the design, implementation, and evolution of building energy codes. Reflecting alternative policy goals, building energy codes differ significantly across the United States, the European Union, and China. This review uncovers numerous innovative practices including greenhouse gas emissions caps per square meter of building space, energy performance certificates with retrofit recommendations, and inclusion of renewable energy to achieve 'nearly zero-energy buildings'. “…Although private sector approaches like LEED rely on voluntary participation, federal, state, and local governments have promulgated a wide range of policies explicitly aimed at promoting green building. We focus here on policies that encourage adoption of whole-building green strategies to reduce life cycle impacts of the built environment, rather than single-characteristic policies [see Sun et al (2015) for a review]. This section reviews the scale and scope of U.S. green building policies and briefly discusses international green building programs and evidence regarding the diffusion of green buildings.…”

“…Another common way to reduce costs for local governments is to allow certified third parties to perform the building code compliance checks. 63 China's high compliance rate is rooted in the third-party-facilitated inspection system and the clearly announced code compliance responsibilities and penalties for noncompliance. 64 xxvi The Code Compliance Task Force was led by the Institute for Market Transformation and consisted of more than 40 representatives from various stakeholder groups.…”

“…One possible reason for such contradictory results is that the different US states have adopted different green and energy codes along with their different versions [15,16] [15]. However, these different ASHRAE 90.1 versions that are accepted in different US states can have different influences on one of the highly weighted LEED categories, EA [4].…”
