Mapping poverty in rural China: how much does the environment matter?

Abstract: In this paper, we apply a recently developed small-area estimation technique to derive geographically detailed estimates of consumption-based poverty and inequality in rural Shaanxi, China. We also investigate whether using environmental variables derived mainly from satellite remote sensing improves upon traditional approaches that only use household survey and census data. According to our results, ignoring environmental variables in statistical analyses that predict small-area poverty rates leads to targeti… Show more

“…Their work suggests that distance from households to numerous geographic features like roads, markets, schools, and health clinics might be important in understanding poverty. Olivia et al (2011) also outlined the importance of identifying environmental factors that influence poverty. Theoretical links are discussed in World Bank (2007) while Ravallion (1998, 2002) provide empirical evidence linking the poor to geographical variables.…”

“…Recent estimates indicate that approximately 147e196 million rural Chinese still live below the USD 1.25 per day poverty threshold . Most of these people live on remote, isolated, and marginal lands in western and central China (Olivia et al, 2011). In an effort to eradicate stubborn poverty in the most remote and marginal areas of the country, the Chinese government turned to resettlement.…”

“…Again, this is not a surprising finding, as income rural poverty is a multifaceted issue that is driven by many factors that we were unable to quantify in this study. These include not only access to markets and remittances from migrants to urban areas (Donaldson 2011), demographics and education (Imai and You 2014), income from sources other than natural resources (De Janvry et al 2005) but also biophysical factors such as rainfall and elevation (Olivia et al 2011). …”
