Mapping Studies on Sustainability in the Performance Measurement of Public-Private Partnership Projects: A Systematic Review

Abstract: The integration of sustainable practices into infrastructure projects under the auspices of public-private partnerships (PPPs) is vital in the attainment of United Nation’s Sustainable Development Goals (SDGs). Since the inception of the SDGs in 2015, the attention of world has been shifting towards more sustainable practices and it is essential that the conventional performance measurement models on PPP projects also adapt to the trend of sustainable practices. Therefore, This study aims at reviewing and oper… Show more

“…This sustainable SPM perspective may be useful in China's dynamic environment and extendable to other emerging markets where the paradoxes between economic development and social and ecological development require urgent management. In the research context, this may also help with the refinement of performance measurement by encouraging more variations in sustainability measures and related performance measures, such as increasing the diversity of performance assessments as suggested by scholars in especially complicated and difficult international contexts [101,102,107]. Rather than financial measures such as the return on assets (ROA) and return on equity (ROE), there should be a shift toward sustainability measures, including "ecological, social and ethical considerations" [108], particularly under the paradigm of sustainable SPM development.…”

“…This led to the emergence of the problem of imbalance between local financial revenues and expenditures. The study demonstrates the most critical sustainable performance criteria of PPP projects, such as the lowest project costs, green index, disability-friendly inclusion rate, and carbon emission per project, among others (Akomea et al, 2022) [27]. As the urbanization process continues to advance, the demand for infrastructure and public services increases dramatically.…”

“…First, relevant words and statements were retrieved from the examination of the papers. Subsequently, the extracted items were coded, and similar coding patterns were grouped into relevant themes [33]). The themes were then subjected to qualitative interpretation to derive the relevant strategies [33].…”
