Th e aim of the article is to identify the key structural, yield and economic determinants of the change in regional effi ciency of specialized milk farms over the period 2007 to 2011. Th e following quantitative methods were applied on the regional FADN data (panel data of 100 regions): the Malmquist productivity index, the Welsh two-sample t-test, and the linear regression analysis. Th e article put emphasis on the investment activity and investment subsidies allocated in the sample of regions. Th e results reveal that regions with a positive change in the production effi ciency have a signifi cantly higher average milk yield, maize yield, long-term debt ratio, income level, and investment activity than the regions with a negative change in the production effi ciency. On the contrary, investment subsidies per livestock unit do not signifi cantly diff er between the progressive and other regions. Investment subsidies are slightly higher in the regions with a negative change in the production effi ciency and continuously help them to mitigate the drop in technical effi ciency.

Technical efficiency and its determinants in the European Union

The study concerns the measurement of the technical efficiency of agriculture in the 27 European Union (EU) countries in 2010. The studies were conducted based on the result-oriented DEA method assuming variable advantages of scale. Moreover, in the study, the factors affecting technical efficiency were identified, and the econometric modelling of their impact was performed with the use of the Tobit model. The studies indicate that across the 27 EU Member States, the level of the technical efficiency of agriculture is diverse, and the difference between the states with the highest and the lowest efficiencies is 40%. Cyprus, Denmark, Greece, France, Spain, the Netherlands, Luxembourg, Italy and Malta were identified as the countries with the thoroughly technically efficient agriculture. In turn, the least technically efficient agriculture is observed for the Czech Republic, Lithuania, Hungary, Ireland, Latvia and Slovakia. Taking into account the factors determining the technical agriculture efficiency, it should be noted that the stimulants have proven to be such factors as: the soil quality, the age of the head of the household and the surcharges for investments. In turn, the size of the farm appeared to be irrelevant from the viewpoint of the technical efficiency of the agricultural sector.

Not only there is a close relationship between poverty and agriculture productivity but also agriculture is considered as a significant means of plummeting poverty in the long-term and in the shortterm. While agriculture may not be central as the driver of economic growth in current global neo-liberal economic context it is generally accepted that the food security and livelihood development aspects for all still warrants developing agriculture, a situation that holds true for Sri Lanka too. Productivity in agriculture is determined by conditions in both the natural, socioeconomic and community factors. The productivity in the countryâ€™s agriculture sector is rooted in the farming system, namely, the farm and the farmer/farm operator. These two units are in an interacting whole which makes property of one a quality of another. Small plot size, the existing tenure system, low levels of education and skills of farm operators and behavior of two patrons (government and traders) in the sector are the major backward determinants affecting to place in the farmer into a vicious cycle of poverty. This background does not help to generate a dynamic, risk bearing and enterprising farmers for the economy and this leads to low productivity and then the continuation of poverty of farmers. The lack of attentiveness of overall situation and lack of holistic approach to problems providing appropriate solutions to individuals are constraints in agriculture development. Solution is the hallmark of policies and interventions in agriculture. Present focus is also on subsistence-based model and the approach is piecemeal.
