Solon: A Holistic Approach for Modelling, Managing and Mining Legal Sources

Recently there has been an exponential growth of the number of publicly available legal resources. Portals allowing users to search legal documents, through keyword queries, are now widespread. However, legal documents are mainly stored and offered in different sources and formats that do not facilitate semantic machine-readable techniques, thus making difficult for legal stakeholders to acquire, modify or interlink legal knowledge. In this paper, we describe Solon, a legal document management platform. It offers advanced modelling, managing and mining functions over legal sources, so as to facilitate access to legal knowledge. It utilizes a novel method for extracting semantic representations of legal sources from unstructured formats, such as PDF and HTML text files, interlinking and enhancing them with classification features. At the same time, utilizing the structure and specific features of legal sources, it provides refined search results. Finally, it allows users to connect and explore legal resources according to their individual needs. To demonstrate the applicability and usefulness of our approach, Solon has been successfully deployed in a public sector production environment, making Greek tax legislation easily accessible to the public. Opening up legislation in this way will help increase transparency and make governments more accountable to citizens.

The recent developments around national spatial data infrastructures have stimulated interest to review and renew the national atlas concept. In a recent project a feasibility study and prototype implementation of an automatic visualisation of spatial data available through the spatial data infrastructure (SDI) have been executed in a systematic and cartographically accountable way to guarantee an up-to-date national atlas. The objective was to investigate how the national atlas could be organised as an integral part of the spatial data infrastructure. The atlas would benefit from an up-to-date data flow, and the SDI would benefit from integrated visual summaries of available spatial data and geoservices in well-designed comparable maps using the narrative characteristics of the atlas. As such the national atlas provides alternative interactive and dynamic access to the SDI.

The increasing complexity of software systems and growing demand for regulations compliance require effective methods and tools to support requirements analysts activities. Internationalization of information systems due to both economics and Web based architectures call for the application of regulations written in different languages. Thus far existing approaches for extracting rights and obligations have concentrated on English documents. In this paper, we describe the results of the application of Cerno, a lightweight framework for semantic annotation, to legal documents written in Italian. In addition, we investigate critical issues for semantic annotation tools in a different cultural and environmental context. Results obtained, while preliminary, allow us to quantify the effort needed to port tools based on Cerno and give some insight on directions of future development of a multilingual system to support semantic annotation of regulations not only in different domains, but also written in different languages.
