This article provides perspectives on the graying of the fleet and research efforts to understand it in Alaska fisheries, discusses recent abrupt multifaceted challenges faced by Alaskan fishermen, and compares divergent public perceptions and support programs for farmers and fishermen in the United States. Equity concerns have seen a resurgence in academic and policy realms and the graying of the fleet is now a common example of distributional inequity, yet despite in-depth research attention on the issue, few substantive programmatic modifications have been made to address it in Alaska. Aging trends in United States fisheries have typically been framed as one of changing aspirational preferences. Research suggests coastal youth do desire and highly value fishing careers, but structural and financial barriers limit opportunities for new generations. The precarity of the fishing industry was highlighted in 2023 with sudden global seafood market instability, rising interest rates and operating costs, destabilized geopolitical tensions, and hastening climate change impacts. This recent industry turmoil disproportionately impacts those on the margins and adds an additional layer of complexity to addressing graying of the fleet trends. Unlike in fisheries, there are numerous federal programs to support young farmers and the agricultural industry. This paper calls for proactive and comprehensive measures to stabilize and support fishing communities and the viability of next generation pathways amidst recent fishing industry market turmoil and longer term inequities in fishery governance.

In 1951, Harold Lasswell defined the ability to clarify value goals as integral to a policy analyst’s job. But graduate education in public policy analysis has paid insufficient attention to the skills needed to investigate and clarify value disputes. In turn, practicing policy analysts don’t have ready access to a set of methods for normative analysis that serves Lasswell’s vision of a contextualized, holistic, and interdisciplinary policy science. I start by describing calls for more emphasis on social equity in policy analysis and explore the complementary relationship of empirical, fact-based analysis and normative, value-driven analysis. I then propose seven competencies that policy analysts should be expected to master. They need to understand how normative issues arise in and adjacent to the classical model of policy analysis. They need to master a vocabulary for normative analysis and understand how humans make moral judgments, recognizing the distinction between moral rationalism and moral intuitionism. To engage in moral rationalism, practitioners need to be able to use the tools of analytic political philosophy. When it comes to moral intuitionism, they need to recognize the emotion-driven foundations of moral judgement and personal values. Finally, policy analysts also need to know where to find the values that are relevant to their analysis. Mastery of these competencies will allow analysts to better serve what Laswell describes as the intelligence needs of policymakers.

Rising Climate Risk and Loss and Damage to Coastal Subsistence-oriented Livelihoods

Subsistence-oriented communities in tropical coastal areas face the greatest threat from climate change, with consequences manifesting through diminishing returns from small-scale fishing and farming ventures. The complementary climate, sustainable development, and biodiversity conservation policies target reducing climate risks, but effective policy outcomes depend on a thorough understanding of system-wide climate risk, community adaptation potential and gaps, and possible economic losses. Using four countries in the Western Indian Ocean (WIO) region as a case, we present a framework for quantifying climate risk to subsistence-oriented coastal communities. On average, economic losses of ecosystem services are predicted to increase with increasing climate risk, with annual losses of up to 23% and 32% of total economic value (~ US$ 516,828,468/year) under SSP2-4.5 and SSP5-8.5 scenarios by 2050, respectively. A comprehensive assessment of climate risks, ecosystem service value and cost of climate inaction can inform policy actions aimed at adapting, mitigating, and compensating for the loss and damage caused by climate change.
