Abstract:The concept of resilience is used in multiple scientific contexts, being understood according to several different perspectives. Essentially, resilience identifies the capability to recover, absorb shocks, and restore equilibrium after a perturbation. Recently, resilience is triggering increasing interest in engineering contexts, referring to communities and urban networked systems, as the capability to recover from natural disasters. The approach to the engineering resilience dates back to the early 1980s, when Timmerman defined resilience as "the ability of human communities to withstand external shocks or perturbations to their infrastructure and to recover from such perturbations". In this paper, a literature review of the existing methodologies to quantify urban resilience is presented according to a civil engineering perspective. Different approaches, for diverse applications, are examined and discussed. A particular focus is done on the studies from Cavallaro et al. and Bozza et al., approaching disaster resilience of urban environments to natural hazards according to the complex networks theory.

Boosting the resilience of power systems is a core requirement of smart grids. In fact, resilience enhancement is crucial to all critical infrastructure systems. In this study, we review the current research on system resilience enhancement within and beyond smart grids. In addition, we elaborate on resilience definition and resilience quantification and discuss several challenges and opportunities for system resilience enhancement. This study aims to deepen our understanding of the concept of resilience and develop a wide perspective on enhancing the system resilience for critical infrastructures.

Summary Electric power distribution networks are vulnerable to natural events, especially storms and hurricanes. Because of climate change, the severity and number of natural events have been increased. Therefore, the crisis manager needs to assess and calculate the warning indicator of the system to provide proactive decisions before the event. This paper presents a model to meet this requirement. The proposed model consists of three general approaches: (a) evaluation of distribution network response to natural threats, (b) modeling the distribution network recovery, and (c) evaluation and estimation of the warning indicator level. In addition, two submodels including threat scenarios (intensity and velocity of the storm) and the fragility model of network components against threats are the inputs of the resilience assessment model. Evaluating and estimating warning indicator is carried out using damage estimation functions and a fuzzy inference system. The proposed model is applied to a real distribution network in Iran, and the results are discussed.
