Dedico este trabalho a minha esposa Celina Roberta Gomes dos Santos, que me apoiou durante toda a jornada do mestrado e foi compreensiva nos momentos em que não pude estar presente. Dedico ainda ao meu filho Lucas meu enteado Vinícius e minha pequena Ana Luiza, que, no auge de sua infância, teve que compreender a ausência do pai nas atividades escolares e brincadeiras do dia a dia. Palavras chave: seleção de projetos, portfólio de projetos, desempenho em portfólio de projeto e gestão publica ABSTRACT Project selection is a useful activity for companies that need to choose one or more set of projects. Archer and Ghasemzadeh (1999) define project selection as a periodic activity to choose a set of projects. The project selection process is present in both private and public institutions and aims to maximize the results for the organization. In the public sector, implementations of project selection techniques arise with the implementation of the model called New Public Management, which applies techniques of the private sector to raise the results. According to Litvinchev et al. (2010) research in the process of project selection in the public sector still lacks attention on the part of the researchers when compared to research in the private sector. Seeking to fill the gap in project selection studies in the public sector, this research project analyzed how the practice of project selection influences the performance of the project portfolio of the State Judicial Branch. To achieve this objective, a qualitative exploratory research was carried out using a multiple case study strategy. Three cases representing different regions of the country were selected. It was concluded that the project selection activity in the state Judiciary is occurring in a disorganized way, using only some phases of the project selection process presented in the literature. The absence of a standardized model has generated a portfolio with excess of projects, unbalanced and with low alignment. Therefore, the performance of the institution is being affected, with high congestion rates and low rate of attendance to the demands.

The appraisal of ITS systems has become increasingly important in order to capture their full range of potential impacts. The goal of this paper is therefore to assess the appropriateness of conventional transport appraisal models and tools for this task, particularly in reflecting the environmental and socio-economic impacts of ITS. These include the most common Environmental Systems Analysis tools (ESAT), which incorporate international standards and are of considerable importance in indicating sustainability. A review of how emerging methods relate to the goal of a successful transition to a low carbon future is reported, based on the literature. The appraisal of ITS is inherently uncertain due to the decentralised nature of Information Communication Technology (ICT), therefore a range of methods to capture this aspect are reviewed. The models, weights and methods are analysed concerning their ability to estimate sustainability performance, given the numerous configurations of ubiquitous technology that may comprise ITS services. Weighting methods are important in reflecting perceptions of how sustainability should be assessed. These can be incorporated by identifying, classifying and selecting one or more ESAT's based upon their suitability for a particular application. Finally, recommendations are given on which tools can be integrated to more comprehensively reflect the performance of ITS.

Relevant criteria can be identified and used to partition and disaggregate a project's overall impact value into separate components to be evaluated independently under each criterion. Criteria weights can then be used to distribute the benefit of the joint project to its contributors. There are different interpretations of the criteria weights in different methods of benefit sharing. Project team members are motivated by the distribution of benefits. Criteria weights with different interpretations can be used as part of management incentives in setting up the joint project. In this work, different AHP type models are analyzed for a hypothetical case of bonus distribution to key executives. The implications of appropriate interpretations of criteria weights and local priorities are examined. Other sharing methods are discussed and analyzed. The method of bonus sharing based on the overall priorities of the contributions of all contributors is shown to produce resulting bonus shares that are always proportional to the actual contributions of the executives in the sharing set.
