Multipurpose Human Measurements

Abstract

Open, massive, widespread and mandatory human measurements characterize the civilization level of relations in any modern society. In any state the most critical human missions should be implemented as a
 result of personalities pre-selection. Any target selections and evaluations 
 of personalities don’t belong to the sphere of some particular science, for example, psychology, sociology, economics or law. The evaluation should be complex.
