Municipal Cybersecurity: More Work Needs to be Done

Abstract: As governments have digitized their operations, they have opened themselves to cyberattacks, resulting in harmful disruptions to government services. The scholarly world has been slow to pick up on this growing risk. Professional associations have conducted studies of their own, and produced recommendations, but few scholars have looked closely at cybersecurity practices at the municipal level. The interconnectedness of local infrastructure—across and among agencies and levels of government—makes it hard to fi… Show more

“…In similarity with this study, [2] highlights the high level of interconnectedness and overlapping and open-ended systems as a source of risk for municipal infrastructures. The consequences of cybersecurity failures in municipal infrastructures, as evidenced in Norway by the ransomware attack on Østre Toten, show that the societal consequences of a worst-case scenario are real and dramatic.…”

“…A related work [2] performed a review of research and the contributions of professional associations and industry to the cybersecurity of local government organizations-they also focus on cross linkages that go outside or above the municipal level into urban infrastructures in general. The study is from an American perspectiveand while most/all countries have a form of local government, the responsibilities and supporting governance structures such as sectorial directorates and authorities vary from country to country.…”

“…Their research is focused on how information technology can be used to improve the functioning of public sector organizations, delivery of government services, and interactions with citizens (Twizeyimana & Andersson, 2019). There are ample opportunities for governments themselves to become “smarter” (Gil‐Garcia et al, 2014), but much work remains in breaking down data silos while also ensuring sufficient protection of government data (Preis & Susskind, 2020; Wiseman, 2020). SHT offers the potential for improving healthcare delivery through both public (e.g., Veterans Administration, Medicare, Medicaid) and private systems.…”

“…Additionally, organizations face challenges in protecting critical infrastructure because cybercriminals target weak spots in a company's defenses through data breaches (Aleem, 2019). As technology continues to advance, local governments are digitizing data online, resulting in data breaches that can stop services for days and sometimes months on local government's data systems (Preis & Susskind, 2020). Consequently, in 2014, President Barack Obama put in place five major legislative proposals for cybersecurity.…”
