The need to find solutions based on sustainable methods for the transportation sector in Iraq has become an urgent necessity due to the ever-increasing volume of traffic congestion caused mainly by the increase in the number of vehicles and the total dependence on them for transportation in the absence of other alternatives. This increase in traffic congestion drains all of the fossil energy in addition to losses in time, health and comfort of users and those close to the roads. Also, it increases the costs in maintaining roads and vehicles, as well as the harmful effects on the environment. A number of literatures have been studied to explain the effects and causes of traffic congestion, especially in countries whose conditions are similar to Iraq. The roads and intersections in the city of Baghdad were monitored, and a number of experts were requested to discuss the causes. A sample questionnaire was conducted that included several levels and ages of Iraqi society to determine the sample's impression on a number of points affecting the local traffic congestion in Baghdad city. It was revealed through the questionnaire that there are four main causes for traffic congestion and there is a strong desire among Iraqis to own and drive vehicles, which led to a significant and continuous increase in their numbers, and this is one of the main causes of congestion.

Green production of asphalt materials is very important to promote energy savings and emission reduction during the construction and maintenance of asphalt pavement. A low-temperature construction additive (LCA) made from the waste plastic and waste rubber is proposed, which belongs to a class of environmentally friendly additives for asphalt mixtures. Marshall stability was tested to evaluate the mechanical performance of LCA-modified asphalt mixtures (LCA-AMs). In order to determine the best preparation parameters of LCA-AMs, the influence of the content and LCA addition method on the strength of LCA-AMs was studied. In addition, the impact of epoxy resin (ER) on the mixtures’ performances was evaluated. The results show that the LCA can significantly reduce the formation temperature of asphalt mixtures, and the resulting asphalt mixtures have good workability in a lower temperature range (90–110 °C). The ER should be added to the LCA-AMs after 4 h of curing. All the volumetric properties satisfy the technical requirements. The low-temperature crack resistance and fatigue resistance of LCA-AMs were obviously improved with appropriate dosages of ER, which can effectively improve the mechanical performance of the asphalt mixtures. The ER can significantly increase the rutting resistance and water sensitivity of LCA-AMs, therefore making it feasible to improve the mixture performance by the enhancement provided by a low dosage of ER.

Structural evaluation of the road pavements is an essential concept to ensure their efficiency to carry traffic loads and to archive the data for future usage especially in major highways. Baghdad-Baquba is an important interstate highway as it connects the capital of Iraq with Diyala governorate which is one of the biggest governorates in Iraq. In addition, this highway connects Baghdad city with several governorates in the north of Iraq. However, this highway exhibits low serviceability due to poor condition of its pavements. Therefore, the structure of the pavements must be evaluated to specify the causes those lead to the decrease in its serviceability and to propose the suitable rehabilitation methods. This study aims to adopt a field survey to extract a number of samples from selected section in this highway to evaluate the structural properties of the pavements based on laboratory testing. Four cores and one pit with 1×1 m dimensions were extracted from the pavements in the field. Several tests were implemented on these tests based on standard methods. The results of the tests were adopted to evaluate the capacity of the pavement based on AASHTO 1993 method. The results exhibited that the estimated applied traffic load exceeded the calculated allowable traffic load by more than 12 times which reflect the disastrous situation. Therefore, the study proposed to rehabilitate the pavements by reconstruction. The study proposed to construct three layers: asphaltic layer with thickness of 240 mm, granular base with thickness of 250 mm, and granular subbase with a thickness of 250 mm. The study stated that all layers must have superior quality with high elastic modulus to resist the predicated traffic load.
