As China’s main grain-producing region, the ecological security pattern of Liaoning Province has an extremely important impact on the ecological security of Northeast China and even the whole country. Furthermore, the construction of the ecological security pattern is restricted by the ecological vulnerability assessment in order to explore the ecological vulnerability pattern of spatial distribution and the trend of future vulnerability development in Liaoning Province and guide how to formulate ecological protection policies scientifically. Based on the sensitivity–resilience–pressure (SRP) conceptual model which is combined with natural and socio-economic factors, the ecological vulnerability evaluation index system of Liaoning Province is established in this paper. This paper also evaluates the ecological vulnerability of Liaoning Province from 2010 to 2020 and analyzes the driving factors by using a geographic detector and the CA-Markov model. Moreover, the study forecasts the growing tendency of vulnerability in 2025. The results show that (1) the ecological vulnerability of Liaoning Province is mainly light and has medium vulnerability, which gradually decreases from northwest to southeast; (2) the spatial heterogeneity of the ecological vulnerability index (EVI) is very significant in the southeast and northwest region but not significant in the middle; (3) from the past decade to the next five years, the ecological vulnerability of Liaoning Province has been improving, and the overall distribution pattern of ecological vulnerability is relatively stable; (4) the analysis of driving factors indicates that the impact of natural environmental factors such as land-use type and habitat quality on EVI is more significant than socio-economic factors such as population density. The research results implicate that it is necessary to formulate an ecological protection and restoration plan in Liaoning Province to prevent further ecological degradation in high-value areas of northwest Liaoning, and to balance the relationship between human development and ecological protection and restoration in the metropolitan district.

Resource-based cities are suffering from resource scarcity and environmental deterioration. Spirit, vitality and prosperity are disappearing and cities have moved towards “the valley of death” in terms of urban development. This typically appears in environments where it is difficult to maintain sustainable development. Based on empirical analysis, a qualitative analysis method for the selection of evaluation indicators, as well as a quantitative analysis method for index weighting and principal component extraction for constructing a three-level evaluation index system of green development for coal-resource-exhausted cities, was adopted. This study also discussed the life cycle at different development stages of resource-based cities, including mature resource-based and growing resource-based cities. We further argued that the obstacle degree can act as an evaluation basis and make recommendations accordingly to improve the green development of cities. Through star-standard divisions and statistical analysis, it can be explicated that the increase in green development in the first stage is greater than that in the later stage, which is more obvious in cities with lower stars. The results also show the evolution trend and stability coefficient. There is no end in sight for urban green development, and this study can provide a new perspective to relieve the declining trend and promote green sustainable development.

To encourage the building of a development route for ecological civilization construction which commensurates with China’s unique national conditions, early demonstration and pilot ecological civilization zones should be built. This study aims to investigate the effects of ecological civilization construction policies on regional total factor productivity, green total factor productivity, and the methods of action by using panel data from 30 provinces in Mainland China from 2005 to 2020. Our findings indicate that the pilot eco-civilization policies have a more significant effect on the promotion of green total factor production, while the effect on total factor productivity is average. Furthermore, the main purpose of the ecological civilization construction pilot is to improve the level of green innovation, optimise the industrial structure and promote the allocation of factors to achieve a win-win situation for regional economic development and green benefits. Moreover, under different levels of economic growth, the pilot eco-civilization policies have a more significant effect on the promotion of green total factor at various stages of economic growth and industrialization. There are also clear discrepancies in how well ecological civilization construction programmes are implemented. Thus, in order to support high-quality regional economic development, it is crucial to continue to advance and promote the pilot eco-civilization initiatives.
