Public sector organizations (PSOs) are facing important structural, financial, environmental, and technological pressures. To adapt and respond to this complex and changing environment, PSOs need to deploy new innovative and collaborative approaches to capture and capitalize on specialized knowledge coming from a wider number of contributors. Open innovation (OI) is one such promising approach. Drawing on a dynamic capabilities perspective and based on an analysis of 100 case study reports of OI initiatives, we identified 16 key organizational actions deployed by PSOs to implement OI initiatives. Data analysis showed that PSOs' dynamic capabilities of sensing, seizing and transforming are enacted and collectively used to engage in OI initiatives through these 16 organizational actions. In virtually all of these organizational actions, information technology (IT) plays a key role either as a central support tool or as an outcome.

We aim to relate the theories of the blue ocean [1] and the wisdom of the crowds to answer the research question, "Can crowdsourcing contribute to the generation of innovation of value?" For this purpose, we searched the literature and the Internet for information on the four businesses (iStockphoto, Web Junk 20, InnoCentive, and Amazon Mechanical Turk [AMT]) used by Howe [2] to propose the term crowdsourcing. For each business, we identified the characteristics that would allow us to classify it as crowdsourcing at the present time. In this first analysis, we concluded that currently, Web Junk 20 would not be classified as crowdsourcing. In the second analysis, we looked for the four businesses' attributes that were capable of generating innovation of value. We concluded that iStockphoto, InnoCentive, and AMT had common features that generated value innovation and could be grouped into the reduce, eliminate, create, and elevate matrix, according to the blue ocean.

Resumo E ste estudo procurou identificar como a análise de sentimento, baseada em textos extraídos de mídias sociais, pode ser um instrumento de mensuração da opinião pública sobre a atuação do governo, de forma a contribuir para a avaliação da administração pública. Trata-se de um estudo aplicado, interdisciplinar, exploratório, qualitativo e quantitativo. Foram revisadas as principais formulações teóricas e conceituais acerca do tema e realizadas demonstrações práti-cas, utilizando-se uma ferramenta de mineração de opinião que proporcionou precisão satisfatória no processamento de dados. Para fins de demonstração, foram selecionados temas que motivaram a realização da onda de protestos que envolveu milhões de pessoas no Brasil em junho de 2013. Foram coletadas, processadas e analisadas, aproximadamente, 130 mil mensagens postadas no Facebook e no Twitter sobre esses temas em dois períodos distintos. Por meio dessa investigação, observou-se que a análise de sentimento pode revelar a opinião polarizada dos cidadãos quanto à atuação do governo. his study sought to identify as sentiment analysis, based on texts taken social media can be a measuring instrument of public opinion on the government's performance in order to contribute to the evaluation of public administration. This is an applied study, interdisciplinary, exploratory, qualitative and quantitative. The main theoretical and conceptual formulations on the subject were reviewed and conducted practical demonstrations using an opinion mining tool which provided satisfactory precision in data processing. For demonstration purposes, themes were selected that motivated the wave of protests involving millions of people in Brazil in June 2013. They were collected, processed and analyzed approximately 130,000 messages posted on Facebook and Twitter on these topics in two distinct periods. Through this analysis, it was observed that the sentiment analysis can reveal the polarized opinions of citizens about the government's performance.
