Bij deze beschrijving maakt zij gebruik van de filosofische, bestuurskundige en meer politicologisch-sociologische beschouwingen van binnenlandse en buitenlandse wetenschappers als De Swaan (1989), Schuyt (1983), Frissen (2007), Trommel (2018), Margalit (1998), Weber (1922in Weber & Weber, 2001 en Lipsky (2010). Uit deze beschrijvingen doemt een beeld op van een goedbedoelende, maar tegelijkertijd sterk normatieve overheid, die tamelijk eenzijdig bepaalt wat 'fatsoen' is en wat er (door de overheid of daaraan gerelateerde instanties) gedaan moet worden om dit fatsoen te garanderen.…”
