Access limitation to capture lobster puerulus needs to be done to sustain the utilization of the resources, increase fishermen’s income and preserve the abundance of puerulus in the Western Coastal Waters of Lampung Province. The management of puerulus resources in these waters does not seem to have been well integrated within the framework of the social-ecological system (SES) of fishery resources. This study aims to analyze SES components and connectivity of lobster puerulus and identify strategic factors to be used in the context of fisheries management of lobster (Panulirus spp.). The research was conducted between October until November 2021 in West Coast Regency, Lampung Province, using SES approach. From the results, we have been revealed that there is a strong interaction and influence between the resources actor component (RA) and the resources unit (RU) in the context of the dynamics of the resources system (RS), but tends to be weak in the framework of the governance of the resource (RG). The management strategy is carried out through good collaboration between the government and resources actor to maintain puerulus abundance.
