The aim of this paper is to compare and rank three possible locations for the construction of an irrigation system in different parts of Croatia. The need for this kind of research stems from the high investment costs of the irrigation system and possible long-term negative consequences of an incorrectly selected location. This paper applies a multi-criteria method of business decision making and ranking-the analytical hierarchy process. The overall rating of the locations was obtained from six partial grades in the following criteria: drought risk level, plant production structure at a selected location, suitability of the land for irrigation, investment costs of irrigation system per unit area, presence of young farmers and unemployment rate. The best option for the construction of an irrigation system is location 1 in Istria County, primarily because of the favourable structure of plant production with a high share of labour-intensive crops, characterized by a favourable ratio of additional revenue and costs in irrigation conditions. Ce travail applique une méthode multicritère de prise de décision et de classement commerciale: le processus de hiérarchie analytique. Irrigated agriculture has considerable impacts on the environment. To minimize negative effects and maximize positive effects, it is necessary to provide comprehensive analyses beyond the strictly technical domain. In this study, we apply a methodology for determining priorities in implementing irrigation plans using multi-criteria analysis methods on a specific case study area in the sub-catchment area of the Orljava River in Požega-Slavonia County, Croatia. Five potential irrigation areas (Orljava-Londža, Pleternica, Ovčare, Treštanovci, and Venje-Hrnjevac) were analyzed according to five selected criteria: environmental protection, water-related (four sub-criteria), social, economic, and time criteria with different criteria importance (weight). The aim of this study was to confirm the adequacy of using six multi-criteria analysis (MCA) methods (mostly used: PROMETHEE, AHP, ELECTRE TRI, and the less used: DEXi, PRIME, and PCA) in determining priorities for fulfilling irrigation plans, present models for preparation of the input data, apply certain methods, and compare the results on the selected case study area. The methods' adequacy was confirmed during the research. Five of the six MCA methods identified the Ovčare area as the most appropriate for irrigation development (i.e., it has priority in implementing the irrigation plan). According to one (AHP) of the six methods, Orljava-Londža has more advantages over other areas. All MCA methods, except PCA, chose Venje-Hrnjevac as the least advisable (last to be implemented) alternative. Conclusions from this research confirm findings from recently published research regarding the application of MCA on water management problems.

Irrigation remains a critical input into farming and, therefore, it remains a proxy for food security and poverty alleviation in developing countries. Despite their role in economic growth and the received investment, irrigation schemes are still underperforming. Among many irrigation schemes, transferring more management responsibilities to farmers proved to be a viable path toward improving performance. However, the large diversity of implementation strategies makes evaluation difficult, while its well-demonstrated benefits have paramount importance to convince reluctant smallholders to take additional roles. In order to address this gap, we analyze the effects of participation on farming outcomes (yield, revenue, net profit) by estimating the treatment effect. We present the case study of a Mubuku small-scale irrigation scheme, Uganda. We provide a framework to construct the Farmers Participation Index while distinguishing farmers into participating and not participating groups. The effects of participation are investigated through econometric methods including nonparametric and semiparametric estimation methods such as a difference in means, a regression adjustment, propensity score matching, and entropy balancing. The analysis reveals a positive and significant treatment effect of participation on farming outcomes. The obtained results endorse the efforts of governmental programs to foster responsibility transfer and the farmers’ role in irrigation management. A strong causal relationship between management and profitability provides incentives for farmers to engage in participation.
