This paper aims to describe and explain the policy performance evaluation of Tanjung Selor’s new independent city development. New city development is a systematic process and must pay attention to supporting aspects at all stages of development. A new city development policy is important in solving urban problems and encouraging the level of urban development. The research method used is qualitative, with a descriptive approach. Data collection techniques in this research include literature studies, interviews, and field observations. The factual findings of this research are explained through input, process, output, and outcome indicators. Based on input indicators, budget, and human resource limitations constrain Tanjung Selor’s new independent city development. Then the process indicators regarding the development of Tanjung Selor's new independent city have also not been carried out effectively. While the output indicator is that the ministry's performance is not following prevailing regulations. And finally, on the outcomes indicator, Tanjung Selor’s new independent city development is aimed at fulfilling facilities and infrastructure by rejuvenating the old city. In conclusion, the performance of Tanjung Selor’s new independent city development policy has not been running as a whole and is still partial, besides that there are still several obstacles that must be improved, especially in terms of budget and human resources.

A broad parametric study is carried out to investigate the effects of both the inhomogeneity parameter, and a profile index of Stodola's hyperbolic function on the static response of such structures subjected to both the inner and outer pressures. The investigation is based on the analytical formulas lately published by the author. The effects of those parameters on the variation of the radial displacement, the radial and hoop stresses are all graphically illustrated for an annulus pressurized at its both surfaces. It is observed that, especially, the variation of the hoop stress in radial coordinate is closely sensible to variation of those parameters. For the chosen problems it was observed that one of two materials whose Young's modulus is higher than the other is better to locate at the inner surface of the disc having divergent profile to get reasonable maximum hoop stresses. However much smaller radial displacements may be obtained by using positive inhomogeneity indexes for all discs whose surfaces host a material whose Young's modulus is smaller than the other. To reach a final decision, analytical formulas such as those used in the present study together with a failure criteria such as Von Mises and Tresca become indispensable means in a design process.

In the present paper, thermomechanical attributes of a power-law graded uniform mounted disc with or without rigid casing are investigated analytically under centrifugal and steady-state thermal loads within the framework of axisymmetric infinitesimal plane-stress elasticity theory. Young's modulus, material density, thermal expansion coefficient and thermal conductivity are all assumed to be constantly changed in the radial direction with different inhomogeneity indexes while Poisson's ratio is kept constant. Two parametric studies are conducted by both hypothetically and physically chosen metal-ceramic pairs namely nickel-silicon nitride (Ni-Si3N4), aluminum-aluminum oxide (Al-Al2O3), and stainless steel-zirconium oxide (SUS304-ZrO2).
