Climate change has emerged as a significant worldwide concern in recent years and has taken center stage in political discourses. In political speeches, metaphors are commonly used to communicate this scientific issue to the public, with the speakers’ attitudes conveyed through them. From this starting point, the current study examines metaphor construction of climate change in thirty-two speeches by political leaders at the 28th Conference of the Parties (COP28) to the United Nations Framework Convention on Climate Change held from November to December 2023. Based on the conceptual metaphor theory, this study applies the framework of critical metaphor analysis and further evaluates metaphors from an ecolinguistic perspective. It is found that multifaceted metaphorical keywords and conceptual metaphors are used in constructing the key concepts in climate change, with the war, force, living being, vehicle, journey, building, commodity, and greenhouse metaphors as the most prevalent ones identified in this study, and they possess various pragmatic purposes in contexts. From the ecolinguistic perspective, metaphors identified in these speeches are generally eco-friendly, building a positive and progressing image of dealing with climate change by these political leaders and nations. This study confirms the crucial function of metaphors in political speeches on climate change to communicate information and influence the audience’s perception of this issue.

This article aims to make a brief review of some important issues related to the "opening" of the administration to citizens in Romania and to describe, briefly, some recent decisions taken by various local councils in large cities of Romania (such as Cluj-Napoca, Iasi, Craiova or Galati) and which testify to the willingness of local and central authorities to really address those on whom their decisions will really produce their effects. To our pleasant surprise, we found that in most cases the decisions taken in recent years at the local level in our country have dealt with issues that demonstrate the connection of local councils and mayors to issues of greatest interest to the community: urban planning issues, environmental quality, air quality, support for disadvantaged and sensitive groups in society or issues related to the chances of involving young people in the community. In the last 20 years the public sector offered citizens the opportunity to be actively involved in the life of the city and in the decision-making process, which demonstrates the approach of the Romanian authorities to the European trend of transparency in the decision-making environment, but also the application of the principle of subsidiarity as a fundamental principle of the Romanian administration.

This research investigated the main linguistic strategies used in President Biden’s inauguration speech presented in 2021. Data were analyzed in light of Fairclough’s CDA framework: macro-structure (thematic)—intertextually; microstructure in syntax analysis (cohesion); stylistic (lexicon choice to display the speaker’s emphasis); and rhetoric in terms of persuasive function. The thematic analysis of the data revealed that Biden used certain persuasive strategies including creativity, metaphor, contrast, indirectness, reference, and intertextuality, for addressing critical issues. Creative expressions were drawn highlighting and magnifying significant real-life issues. Certain concepts and values (i.e., unity, democracy, and racial justice) were also accentuated as significant elements of America’s status and Biden’s ideology. Intertextuality was employed by resorting to an extract from one of the American presidents in order to convince the Americans and the international community of his ideas, vision, and policy. It appeared that indirect expressions were also used for discussing politically sensitive issues to acquire a political and interactional advantage over his political opponents. His referencing style showed his interest in others and their unity. Significant ideologies encompassing unity, equality, and freedom for US citizens were stated implicitly and explicitly. The study concludes that the effective use of linguistic and rhetorical devices is important to construct meanings in the world, be persuasive, and convey the intended vision and underlying ideologies.
