The history of industry in Portugal is tangled. In the early 1990s, the government was letting non-viable, uncompetitive companies collapse while targeting those bolstered by European funds for their "success stories." One of the findings of a study on Portugal's competitive advantages emphasized the importance of the country's traditional industries for the development of new technologies and industrial sectors. This article is a historical account of community innovation in Portugal during the 1990s. It analyses two illustrative case studies: the Portuguese automobile cluster and the AutoEuropa development in Setúbal; and the Portuguese science and technology sector exemplified by the Tagusparka science and technology park in Oeiras near Lisbon. It is argued that Portuguese industry had to develop strong links and establish viable R&D relationships with science and technology institutions in order to help strengthen the country's competitive advantages in an increasingly globalized economy.Regional planning; industrial development; cluster development; automobile sector; science and technology.The history of industry in Portugal has evolved over more than a century to the point where contradictory processes of high-tech innovation co-exist with processes of decline and deindustrialization. 1 This is a complex socio-economic and public policy entanglement, which was already taking place in the 1990s. In fact, at the beginning of the last decade of the twentieth century, the government was letting non-viable, uncompetitive companies collapse while targeting those bolstered by European funds for their "success stories." One of the findings of a study on Portugal's competitive advantages commissioned for forty Portuguese companies and institutes by Michael Porter emphasized that "Portugal need[ed] its traditional industries for new technologies and industrial sectors". 2 In different words, economically, Portugal's older urban-industrial regions were suffering from the decline of the heavy industries that had occurred since the 1960s, while industrial growth had been strongest in small the depopulating interior part of the country. 11 Recently, it has been recognized that Porter's "development model attracted high attention and had positive repercussion in academic and business circles, while some of the objectives were achieved, albeit at a slower pace than it would have been desirable." 12 >Insert Figure 1 around here< The article is in six parts. Part One provides a conceptual framework for the history of industrial districts and community competitiveness based on industrial development, while also introducing the article's materials and approach. RESUMO -A formação do território metropolitano de Lisboa assentou numa complexa articulação entre o suporte fisiográfico e hidrográfico e o traçado de diversas redes infraestruturais, nomeadamente rodoviárias e ferroviárias, aterros e espaços portuários, limites e estruturas militares. Dessa articulação resultaram espaços de interface com tecidos urbanos de diversa natureza. A sua reconstituição e interpretação cartográfica permite descodificar as lógicas subjacentes aos processos de territorialização que, frequentemente, coexistem e se sobrepõem, resultantes também de alterações de uso e de racionalidade programática. Numa perspetiva diacrónica, revelam -se os traços da sua transformação: adições, justaposições, mas também persistências, subtrações e demolições. Alguns resultam fragmentados e desagregados, restos de estruturas que se perderam no esteio de mudanças tecnológicas e funcionais, descontinuados no espaço e no tempo. Espaços vacantes na atualidade, constituem áreas de oportunidade para intervenções tópicas, temporárias e imprevistas em lógicas de maior formalidade. Neste sentido, o artigo propõe uma leitura dos processos de infraestruturação do território metropolitano de Lisboa, focando -se no solo portuário e industrial e nas coroas de circulação, demarcação militar e equipamento da capital, articulando -a com o reconhecimento de espaços vacantes na atualidade. A partir desse confronto, propõe -se uma interpretação territorializada das relações entre infraestruturação e produção de vacâncias segundo uma pauta tipológica e temporal. The spatial complexity of metropolitan territories is the result of the accumulation of various forms of urban and infrastructural development, some of which can be characterized as being based on a fragmentary mode of production. The chapter aims at building an empirical approach to a broader discussion regarding spatial fragmentation as part of metropolitan territorial development using an example on an important suburban territory in the Lisbon metropolitan area (Portugal). As such, it will provide a conceptual review of contemporary urban and morphological approaches to metropolization and the issue of urban-rural relationships, an overview of Lisbon's metropolitan development and the specific changes identified in the case study, the overview and results of morphological analysis regarding land subdivision processes, and a discussion on a design-oriented description of territorial components with potential to reinforce the spatial synergies of urban fabrics, infrastructures, and open space.
