This paper primarily sought to determine the extent of effectiveness of police records management in the first congressional district of Zamboanga del Norte. This study employed a quantitative method which included descriptive-survey and descriptive-correlational. There were thirty (30) respondents in the study. Frequency count and per cent, weighted mean, Mann-Whitney U Test, Kruskal-Wallis H Test, and Spearman rank-order correlation were the statistical tools used in the study. The study revealed that the level of respondents' perception level on the attributes of records management, specifically in records creation, records retention and disposition, records storage and maintenance, records access and retrieval, and appropriate use of technology and records management programs is “very much effective" rating. However, the level of respondents' perception level on archival records is "much effective." Moreover, the problems encountered by police personnel in managing police records are not serious and the extent of the factors precipitating the police personnel problems encountered in managing police records is to the least extent. Furthermore, there was no relationship between police record management attributes and record management problems. It signifies that the police records officers' highly effective management of police records had nothing to do with their less severe management issues. In other words, police officers who claimed to be highly competent at handling police records did not necessarily have major issues doing so. Accurate implementation of real property assessment principles strengthens real property taxation resulting in improved performance towards client satisfaction. This study assessed the implementation of assessment principles, the performance, and the satisfaction of clients of municipal assessment offices in Negros Occidental, Philippines. It likewise determined the challenges encountered by offices. A descriptive-comparative design was utilized using researcher-made survey instruments administered to assessors and randomly selected staff and clients. Using descriptive and inferential analyses, the findings revealed a very great extent of implementation with no significant differences across all areas when municipalities were grouped as to variables of income classification and land area. While the level of performance was outstanding as a whole, with no significant difference in all areas when grouped as to income class, a significant difference was revealed when assessment offices were grouped as to land area. Clients were very satisfied with assessment services with no significant difference in physical setup when grouped into income classes. However, there were significant differences in frontline services, service quality, physical setup, and basic facilities. While when grouped as to land area, there was a significant difference across all areas. Several challenges were encountered by assessment offices, such as the agrarian reform program, administrative, policies, and political concerns. The study recommends a review of some policies specifically on the preparation and approval of the schedule of market value.

This study aims to investigate the problem structuring process using creative methods to create well-structured problems, and how it can optimize the expected policy outcomes of human resource development in regional police. This study uses a qualitative research method by integrating qualitative data from semi-structured interviews and administrative data. Five informants were purposively selected, four of whom were authorized officials in the field of human resource development at regional police institutions, and the other was a prominent civic organization activist. The interview data were analysed using qualitative interactive models, while directed content analysis was applied to administrative data. The results of the study show that the problem structuring process in human resource development policies for regional police is limited to identifying the main elements of problem definition through the partial use of brainstorming methods and classification analysis. Such a problem structuring process cannot create well-structured problems that optimize expected policy outcomes of human resource development. However, the use of creative problem-solving methods in a comprehensive manner can optimize the expected policy outcomes from the development of more critical and collaborative human resource development in the regional police force.
