Keywords:Advocacy Coalition Framework, Belief System, Sustainable Development.This paper aims to investigate the dynamic of environmental policy making in the effort of attaining sustainable development. Using Advocacy Coalition Framework (ACF) as a framework of analysis, our study was conducted in the Kendeng environmental conflict, Rembang Regency. Utilised both primary and secondary data on conflict properties from cement industry's proponents and opponents, researchers obtained vigorous data and evidence through which the ACF may offer a comprehensive explanation on policy process and change.Finding shows that the coalition of actor has a pivotal role to influence value and behaviour among policy actors in the Kendeng environmental conflict. The result of this study fills the lacuna of research which focuses the main discussion on advocacy coalition actor-based policy analysis. It also offers a policy agenda focusing on the belief system actor-based policy analysis in which Government of Indonesia worth to consider in the policy making process.

Cooperation between environmentalists, scientists, and governmental actors was a crucial driver behind Brazil's efforts to reduce greenhouse gas (GHG) emissions from the forest sector from 2004 onward. The same climate coalition's advocacy work to reduce emissions in the energy sector, Brazil's second‐most emitting sector, has been unsuccessful. Why has climate‐policy development been so different in the two sectors? Building on the advocacy coalition framework, this paper analyzes the climate coalition's role, systematically comparing how the coalition has worked to influence policy development in the two key sectors for Brazilian GHG emissions between 2003 and 2015. The paper finds that strong climate‐coalition unity, unambiguous scientific knowledge, economic growth, and international pressure functioned as a constellation of factors that enhanced the climate coalition's ability to take advantage of a climate‐policy window and frame deforestation as a core climate concern. The same constellation of factors was missing in the energy sector.

Comparative public policy combines theories of the policy process with the study of political systems and specific issue areas. Yet, some ambiguity surrounds what distinguishes the comparative approach from other perspectives on public policy. This review brings greater clarity to the comparative policy project by emphasizing the need to be attentive to similarities and differences regarding the institutional contexts in which policymaking takes place. This attention is necessary to avoid “forcing a fit” between the empirical reality and theories and frameworks designed with specific institutional configurations in mind. While forced fit posed problems for past research, recent theoretical advancements have been devised to facilitate comparison across dissimilar institutional settings. The following discussion highlights amendments to established approaches intended to deal with problems of comparison and identifies promising new perspectives from which comparative analysis may be conducted. The latest wave of comparative policy scholarship, having accounted for institutional variation, looks beyond institutions to policy discourses in order to explain how ideas, norms, and political culture affect how policy actors maneuver within, maintain, or change the institutional environment in which they operate.
