In the 21st century, the study of migration processes is becoming an area of increased attention and intersection of scientific interests of economists and sociologists. Migration issues are acquiring a special role for Russia, since in modern conditions of economic development, there is a tendency for an outflow of labor resources from the regions to large administrative centers and metropolises. The main reasons for migration: economic, political and cultural-religious. Educational migration of young people may negatively affect regional labor markets in the future. The migration of the young population depends on traditional factors, within the region and between the constituent entities of the Russian Federation, as well as on specific factors that influence decision-making on the choice of place of residence. The outflow of the economically active part of the population from the "depressed" territories negatively affects the quality of management and the quality of human capital. The migration outflow of the young population against the background of depopulation has an impact on the socioeconomic state and development of the regions. In Russia, a migration policy has been developed, which should contribute to solving global problems in the field of economic and social development of the country, as well as to ensure economic security and protection of national interests. Aspects of the impact of migration processes on the economic potential are comprehensively considered by both foreign and domestic economists. The article is devoted to assessing the impact of the migration outflow of the young population on the main socio-economic indicators and economic security of the region. The statistical data of the Astrakhan region were analyzed, on the basis of which a correlation analysis was carried out, according to the results of which the regularity of the influence of the outflow of young personnel on the innovative component of the regional economy was revealed.

Migration is a complex social process, which is not limited to territorial movement. It includes economic, labor, psychological, cultural and other aspects. In this regard, adaptation processes are an important goal of the study. They can be either successful or unsuccessful. It depends on many conditions that are classified into external and internal. The aim of the article is to analyze these factors affecting the adaptation process. The study of subjective factors of adaptation is associated with the internal motivation, attitudes, goals and motives of migrants moving in another country. The article focuses on the steps and levels of migrants integration in the host society. The determining influence on the dynamics of adaptation processes is provided by migration policy that regulates migration flows. The adaptation process itself seems either multilevel, progressive, otherwise it ends at some stage. The purpose of the article is precisely to reveal the passage of adaptation steps and levels, mainly of labor migrants located in Russia.

The article considers the concept of economic security in accordance with the provisions of the Strategy for the Economic Security of the Russian Federation for the Period up to 2030. The urgency of the intellectual migration problem for the regions and its influence on the economic potential of the state entity are emphasized. Today, the issues of reducing labor resources and high rates of the growing migration outflow of the population, which threatens the economic security of the region, acquire special significance for the modern research. Ensuring the regional economic security is possible under the condition of purposeful interaction of the forces and means capable of resisting threats, one of which is the migration outflow. There have been analyzed the statistical data of migration processes, of the labor market and the number of registered organizations and enterprises in the region in the case of the Astrakhan region, proved the impact of migration outflow on the innovation and economic security of the region. There are presented the diagrams of the structure of the leaving population aged 14 and older in the regional context of the Southern Federal District in 2019; migration growth of the population aged 14 years and older with higher professional education by the regions of the Southern Federal District in 2019. A graph of the growth rate of inventive activity over 2015-2020 has been illustrated. A diagram of the number of registered organizations, the growth rate of their number, as well as the average annual number of people employed in the economy of the Astrakhan region in 2018-2020 has been built. The correlation analysis of the probabilistic relationship between two variables - the indicators of the innovative sector of the economy and the number of enterprises and organizations in the region - has been carried out. The conclusions show the objectivity of the migration outflow impact as a threat to the economic security of the region, the need to ensure control over intellectual migration.
