Power quality management issues over the Brazilian transmission system

During the last two years the Brszilim Transmission I S 0 (ONS Opcrador Nscional do Sistems Elitrico) has established indices and rtandsrds in order to accomplish the adequate power quality (PQ) performance in the basic transmission grid. However, the rstablirhmmt of indirer and standards corresponds the first stage of the management process. As a second stage, the power quality performance throughout the transmission grid should be followed, indvding the aspects related with measurement strategies, measurement devices, data acquisition philosophy, communie~tion protocols, data bare requirements, analysis software to support action decisions, and so forth.In order to support the decisions relaed with the mentioned first stage. the ONS, in cooperstion with the players and their representative agencies. the nstiannl electric energy agency (ANEEL), universities and research centers, has implementing measurement campaigns in order to know the Pcbal basic grid performance concerning some power quality indices ss well sa, in some cases, to cvdustr the measurement confidence itself. This paper presents some news nnd conclusions related with recent measurement campaign (nicker, harmonic distortiamnd voltage sag) developed by ONS.In order to follow the basic grid power quality pcrformanrfsecond stage. the ONS is developing baric strategies concerning a Power Quality Management System (PQMS) l o be implemented in the near future.
