Integrating strategic and tactical decisions to location-allocation and green inventory planning by considering e-commerce features will pave the way for supply chain managers. Therefore, this study provides an effective framework for making decisions related to different levels of the dual-channel supply chain. We provide a bi-objective location-allocation-inventory optimization model to design a dual-channel, multi-level supply chain network. The main objectives of this study are to minimize total cost and environmental impacts while tactical and strategic decisions are integrated. Demand uncertainty is also addressed using stochastic modeling, and inventory procedure is the periodic review . We consider many features in inventory modeling that play a very important role, such as lead time, shortage, inflation, and quality of raw materials, to adapt the model to the real conditions. Since a dual-channel supply chain is becoming more important for sustainable economic development and resource recovery, we combine online and traditional sales channels to design a network. We generate five test problems and solve them by using the augmented ε-constraint method. Also, the Grasshopper optimization algorithm was applied to solve the model in a reasonable time for a large size problem. In order to provide managerial insights and investigate the sensitivity of variables and problem objectives with respect to parameters, sensitivity analysis was performed.

A probabilistic fuzzy goal programming model for managing the supply of emergency relief materials

The post-disaster humanitarian logistic operations deal with the supply of emergency relief materials to mitigate damages in the affected areas. Immediately after the disaster, it is challenging to estimate the demand for emergency relief materials. As a result, the demand for such materials at the point of demand and the corresponding transportation costs for the entire supply chain network becomes uncertain. This paper proposes a new probabilistic fuzzy goal programming model for making decisions to manage the post-disaster supply of emergency relief materials. A suggested procedure converts the proposed model to its deterministic equivalent when the demands for the relief materials follow uniform distributions. We implement the differential evolution, a metaheuristic technique, for analyzing demand satisfaction for relief materials under various scenarios. A case example based on the Nepal Earthquake in 2015 demonstrates the usefulness of the proposed approach. The solution of the model will help the Disaster Management Agency coordinate with the humanitarian organizations and foreign countries to provide the required emergency relief materials so that an adequate level of supply can be assured to the affected areas with the least possible transportation cost.

Although resources are scarce and outputs incorporate the potential to save human lives, efficiency measurement endeavors with data envelopment analysis (DEA) methods are not yet commonplace in the research and practice of non-government organizations (NGO) and states involved in humanitarian logistics. We present a boot-strapped DEA window analysis and Malmquist index application as a methodological state of the art for a multi-input and multi-output efficiency analysis and discuss specific adaptions to typical core challenges in humanitarian logistics. A characteristic feature of humanitarian operations is the fact that a multitude of organizations are involved on at least two levels, national and supra-national, as well as in two sectors, private NGO and government agencies. This is modeled and implemented in an international empirical analysis: First, a comprehensive dataset from the 34 least developed countries in Africa from 2002 to 2015 is applied for the first time in such a DEA Malmquist index efficiency analysis setting regarding the national state actor level. Second, an analysis of different sections in a Rohingya refugee camp in Bangladesh is analyzed based on a bootstrapped DEA with window analysis application for 2017, 2018, and 2019 quarter data regarding the private NGO level of operations in humanitarian logistics.
