Prioritizing behaviour alongside regulations in Amsterdam’s planning projects

Abstract: Project-specific actor constellations and relationships shape contemporary planning practice. The existing literature predominantly focuses on the flexibility of regulations in planning projects and largely ignores the behaviour of involved governance actors.
