Abstract: Prison psychiatry has to deal with a disproportionate burden of psychiatric disease in prisoners. Adequate psychiatric treatment options may reduce suicide behind bars. Further research should focus on the special needs of individuals who are out of reach of the conventional community-based health system.

“…This must be contrasted with evidence that for many incarcerated individuals, a prison environment can be protective, and offer more positive opportunities than a life outside of prison. For example, many prisoners experience severe psychological disorders and may not have had access to mental health services when they were community based (Konrad, Welke, & Opitz-Welke, 2012; Way, Kaufman, Knoll, & Chlebowski, 2013). This means that there may be aspects of the prison environment, especially with respect to mental health care, which represent a positive change.…”

For this reason, the majority of countries worldwide conforming to detention conditions in compliance with international human rights law adhere to the principle of equivalence in prison health care [ 37 , 42 , 48 , 64 , 65 ]. Various international conventions remind us of this principle of equivalence of health care given to detainees, in comparison to the community in general: European Convention on Human Rights, United Nations International Resolutions concerning Standard Minimum rules for treatment of prisoners, Recommendation N°R (98) 7 of the Council of Europe on the Ethical and Organizational aspects of health care in prisoner, Declaration of Tokyo of the World Medical Association, Declaration of Hawaii of the World Psychiatric Association.…”
