Agro-industrial integration is a classic case of vertical integration associated with ensuring the interaction of economic entities operating at different stages of the formation of the final product values in the agri-food complex. It is proposed to consider sets of incentive causes, constraints and risks, directions, types, and forms of integration as the essential characteristics of vertical agro-industrial integration. The cluster model for the integration relation development is considered the most promising form of development of agri-food systems, and clusters are viewed as the optimal tool for creating the system of inter-subject relations between participants in the agro-industrial integration interacting within the boundaries of localized economic areas. The use of the advantages of territorial concentration and the possibility of establishing strong and longterm formal and informal relations among the economic integration subjects objectively determine higher flexibility of cluster structures and the efficiency of functioning of all their elements.

National small agribusiness policy in EAEU countries

The article is devoted to the study of national small and medium agribusinesses policy measures in the Eurasian Economic Union (EAEU) countries. To achieve the objectives of the study, the authors analyze the measures of state support for small and medium-sized businesses implemented in the EAEU member states as follows: the Russian Federation, the Republic of Belarus, the Republic of Armenia, the Republic of Kazakhstan, and the Republic of Kyrgyzstan. In the course of the study, the authors utilized the systemic and structural-functional methods of scientific development, the method of interpreting legal norms, as well as the logical method. Based on the results of the study, the authors concluded that it is necessary to consider the possibility of introducing new provisions into the EAEU Treaty, regarding the support of small and medium-sized businesses. A coordinated state policy to support small and medium-sized businesses on the territory of the single economic space of the EAEU could significantly affect the development of small and medium-sized businesses in the agricultural sector. In this regard, the proposed measures to support small and medium agribusiness are recognized as an incentive for the development of the agricultural market and the economy of the EAEU countries.

In 2017, the “Digital Economy of the Russian Federation” program was approved, which stated that the digitalization of the economy should become the main breakthrough direction in the country’s development. In this paper, various definitions of the digital economy were considered, taking into account the inextricable connection of all sectors and spheres of the national economy with the use of digital technologies. The interaction of business entities in the transition to a digital economy should be based on the main provisions of the approved Program and its development levels. In order to improve the functioning of the regional agribusiness, several directions for introducing the digital economy are proposed, taking into account the readiness of economic entities to carry out activities in its conditions. As a result, a classification of participants in agribusiness was proposed in accordance with the criterion of having absolute and relative readiness, as well as those who are resistant and non-resistant to self-adaptation in the digital economy. A certain basis for communications of agricultural entities in the context of digitalization is the ability to use modern information and communication technologies, as well as a single information space within the framework of agricultural clusters. An algorithm for the formation of such an information space in the agricultural clusters of the Volgograd region and communication mechanism based on information technology were proposed.
