PROFILE: Environmental Impact Assessment Under the National Environmental Policy Act and the Protocol on Environmental Protection to the Antarctic Treaty

Abstract: / Antarctica has been set aside by the international community for protection as a natural reserve and a place for scientific research. Through the Antarctic Treaty of 1961, the signing nations agreed to cooperate in protecting the antarctic environment, in conducting scientific studies, and in abstaining from the exercise of territorial claims. The 1991 signing of the Protocol on Environmental Protection to the Antarctic Treaty (Protocol) by representatives of the 26 nations comprising the Antarctic Treaty Co… Show more

“…In April 1991, an Antarctic Treaty Consultative Meeting (ATCM) was held in Madrid where it has successfully achieved signatures from 26 nations in support for the Protocol on Environmental Protection to the Antarctic Treaty [22]. The action that was taken by the United States delegation in the Madrid meeting where they proposed an allowance on drilling or mining activities to commence in Antarctica without the consent from all of the 26 signatories members.…”

“…This first annex is indicated as one of the crucial annexes under the Madrid Protocol as it provides indications and predictions of the potential threats or consequences of proposed activities [31]. EIA is also known to be a primary tool that assists planning processes of proposed activities and augments environmental protection level for the Antarctic environment [22]. The first international Environmental Impact Assessment (EIA) was established by the US government under the National Environmental Protection Act 1969 (NEPA) in the year 1970 [32], [33].…”

“…Historically, research has focused on the catabolic pathways and genetics of hydrocarbon-degrading mesophilic bacteria. But with increasing numbers of investigations of hydrocarbon-contaminated polar soils, degradation of hydrocarbons by psychrotolerant bacteria has been documented and certain biodegradative genes characterized (Baraniecki et al 2002;Ensminger et al 1999;Laramee et al 2000;Panicker et al 2001). There are more than 1,301 known microbial biocatalytic reactions and 190 biodegradation pathways listed in The University of Minnesota Biocatalysis/Biodegradation Database (http://umbbd.…”
