“…After removing duplicate records, both lead authors simultaneously screened the results by reading every title and abstract/executive summary to identify eligible studies. As existing studies have reviewed the literature on the provision of budgets to specific populations including people with disabilities or mental health issues (Carter Anand et al., ; Fleming, Furlong, McGilloway, Keogh, & Hernon, ; Webber et al., ), we focussed the review to capture studies concentrating on substance use.
