Public opinions on seven different stray cat population management scenarios in Flanders, Belgium

Abstract: Stray cat population management is an important worldwide issue. Understanding citizen attitudes towards stray cat control options is vital to the success of controlling stray cat numbers, as public perception affects the acceptance of, support for and collaboration in stray cat management policies. Audience segmentation, as to enable each group to be engaged in the stray cat management policy, is important for the success of the interventions. “…We highlight the importance of carefully developing strategic message framing concerning invasive species management in order to win public support and minimize conflict (Kusmanoff et al 2020, Wald & Peterson 2020, Walsh 2021. The findings support evidence from Belgium and Israel that the development of strategic communications towards each target is required to achieve effective outdoor cat management (Finkler & Terkel 2012, Ruyver et al 2021. Our results show that ecological message framing can potentially contribute to increasing public support for biodiversity conservation-related aspects of outdoor cat management from both cat owners and non-owners.…”

“…People often hold negative views about free-ranging unowned cats who are relatively independent of human care [101], whereas positive but very anthropomorphic views may be held of pet cats who have little independence and may play the role of best friends or even children in a home [103]. Differences in community attitudes towards, and environmental conditions experienced by, unowned free-ranging cats means that a 'one-size-fits-all' approach to management and welfare is unlikely to succeed in terms of conflict-free coexistence with humans, conspecifics, or other species [104].…”
