Public Procurement Process (PP Process) in construction industry has identified as integral part to achieve sustainability in developing countries. Sustainability links with the social, environmental, and economic indicators. The PP Process contributes largely to the budget of developing nations. However, existing PP Processes of developing countries have shown lagging features to achieve sustainability due to a number of problems. Further, the depth and gravity of the problems depend on the impact of root causes throughout the activities and stages of procurement lifecycle of a project. Hence, this paper aims to identify the problems and related root causes during the various activities in the stages of PP Process to achieve sustainability in construction projects in developing countries. In order to achieve the aim, this study started with a comprehensive literature review to identify the stages, activities, problems and related root causes in PP Process to achieve sustainability. Subsequently, interviews with 14 subject matter experts were carried out to identify and verify the stages, activities, problems and related root causes to achieve sustainability in PP Process in developing countries. The data were analysed using manual content analysis. The findings of the study identified 10 problems and 22 root causes that affect the 39 activities in 05 stages of PP process in project procurement lifecycle in construction industry. The outcome of this paper will be beneficial to relevant authorities, funding agencies and policy makers in taking necessary steps to update the existing guidelines, bidding documents, procedures and protocols to address the identified problems and root causes to achieve sustainability of developing countries.

This study sought to find the influence of procurement practices on performance of the public sector in Kenya. A case of Narok County. Specifically, the study sought to determine the influence of Supplier Partnerships on Performance of Narok County; to find out the influence of Information and Communication Technology (ICT) adoption on Performance of Narok County; to establish the impact of adoption of Green Purchasing Policy on Performance of Narok County; and to find out the influence of Procurement Planning on Performance of Narok County. The study used a descriptive survey research design and the population of this study was the employees and management of Narok County. The study adopted stratified sampling because the population of interest was heterogeneous in nature. The study used a sample size of 196 respondents. Further, the study used structured questionnaires as the main instruments for collecting primary data from respondents. Data collected was first edited, formatted and organized for coding into the Statistical Package for Social Sciences (SPSS) Program. The statistical parameters generated from the software were presented in tables and charts for easier interpretation. Multiple Linear Regression Analysis was used to estimate the relationship between the dependent and independent variables, and provide a means of objectivity in assessing the degree and nature of the relationship between the dependent and independent variables. The study established that Supplier Partnerships, ICT Adoption, Green Purchasing Policy, and Procurement Planning influenced 77.1% of the total variability in the Performance of the County. This was quite a significant influence and therefore the study recommended adoption of this procurement practices in all procurement processes in the entire public sector so has to enhance performance and delivery of service.

This paper explores the use of moral heuristics within a large public sector organisation in the UK. Managers within the case study organisation were interviewed and directly observed over a four-year period, using a grounded theory methodology, to examine the ways in which they made decisions. Whereas the extant literature primarily focuses on hypothetical situations, this paper delves into the application of the heuristic in real-world situations. The results reveal widespread use of moral heuristics within the organization, accompanied by a clear dichotomy between ‘soft’ and ‘hard’ business units. Moral heuristics find extensive application in the former but encounter opposition in the latter. Consequently, the paper argues that managers in ‘soft’ work environments are more inclined to employ moral heuristics compared to their counterparts in other parts of the workplace. This study contributes to knowledge in three ways: proposing a new conceptualization of the moral heuristic, identifying instances of its use, and illustrating how it operates in real-world situations. The significance of this paper lies in its demonstration of how the heuristic is practically employed to make crucial, potentially life-changing decisions.
