In order to identify discontinuous technological change and develop appropriate action, companies are increasingly building technology foresight (TF) practices. This paper explores how, using networks of experts, TF capabilities can be built. On the basis of three case studies and 43 interviews, it is shown that building foresight systems through networks of scouts yields several benefits, including the support for sourcing external technologies. Using insights from the three major telecommunication incumbents in Europe, the paper describes and discusses (1) what can be achieved by technology scouting, (2) how a process can be set up, (3) what is important in the design of a scouting network, and (4) the characteristics that should be aimed for when choosing technology scouts. The paper contributes to the methodological base of corporate foresight, to the technology management literature, and to the understanding of how companies can increase their open‐innovation capabilities by extending the intertwinement with their environment.

Technological innovations and inventions can change the competitive environment by creating new business, new industries, or by demolishing the existing. Forecasting the new technologies and the new innovations can lead the organizations to be proactive and to make smart decisions. The knowledge-based and co-evolutionary business environment today, organizations should survive by running at least twice faster than their competitors, but also they should run smarter and dissimilarly. The Red Queen Effect phenomenon explains the role of the co-evolution and the speed of the competitive actions of the rivals in business environment. On the other hand, the question "how to be faster and smarter" should be answered in scope of the technological change. This article suggests the importance of Technology Intelligence to manage the firm competitiveness under the Red Queen Effect, and identifies the expected benefits of an effective Technology Intelligence activity. The type of the article: Theoretical article.

RESUMOO presente trabalho trata da relevância e da utilização de informações tecnológicas oriundas de documentos de patentes para o subsídio de projetos de pesquisa, desenvolvimento e inovação. A partir da comunidade de pesquisadores da UFABC são analisados em quatro eixos a utilização de informação tecnológica, as principais fontes de obtenção, a utilização e o nível de conhecimento acerca das patentes como fonte de informação tecnológica e o interesse destes pesquisadores nesta atividade essencial para o subsídio de projetos de P,D&I.Palavras-chave: Informação Tecnológica.
